Pay Fixation Procedure of Pharmacist as per CAS and MCAS

The 10/20 years service for CAS-90 and 8/16/25 years service for MCAS-01 should be counted from the date of initial appointment as Pharmacist Grade III as the said revision of scale(s) is not upgradation but substitution of scale(s).

MEMORANDUM

The pay scales of Pharmacist Grade-III and Pharmacist Grade-I under H&FW Deptt. were revised w.e.f. 01.01.1996 notionally with actual effect from 01.01.2008 vide Finance Department Memo. No. 7544-F dt. 29.09.2008. The question of pay fixation on such revision and on awardment of CAS-90 and MCAS-01 benefit have been under active consideration of the Government.

2. After careful consideration of the matter, the Governor has been pleased to take following decisions

(i) On the basis of unrevised pay in the unrevised pay scale(s) under W.B.S. (ROPA) Rules, 1990, pay is to be fixed in the revised scale(s) as are allowed to Pharmacist Grade-III and Pharmacist Grade-I vide Finance Department Memo No. 7544-F dt. 29.09.2008.

(ii) In some cases pay might be fixed at a lower stage in the revised scale(s) vide Finance Department Memo No. 7544-F dt. 29.09.2008. In those cases there would be no overdrawal for the period from 01.01.96 to 31.12.2007 as the said fixation (s) are notional up to 21.12.2007. In such cases, the overdrawal for the period from 01.01.2008 to 31.03.2008 shall be recovered w.r.t. unrevised pay drawn prior to 01.04.2008 as in the said period pay under W.B.S. (ROPA) Rules, 2009 is notional. Thereafter, no overdrawal would occur due to actual payment of pay and allowances with the addition of Grade Pay under W.B.S. (ROPA) Rules 2009 w.e.f. 01.04.2008. The arrear for the period from 01.01.2008 to 31.03.2008 in other cases may also be disbursed.

(iii) The first and second higher scale(s) for CAS-90 (10 years/ 20 years benefit) would be Scale No. 10 (4500-9700/-) and Scale No. 11 (4650-10,175/-) respectively w.e.f. 01.01.1996 w.r.t. basic Scale No. 9 (4000-8850/-) of Pharmacist Grade-III. The first, second and third higher scales for MCAS-01 (8 years/ 16 years/ 25 years benefit) would be Scale No. 10 (4500-9700/-), scale No. 11 (4650-10,175/-) and scale No. 12 (4800-10,925/-) respectively w.e.f. 01.01.2001 w.r.t. basic scale No. 9 (4000-8850/-) of Pharmacist Grade-III.
