NOTIFICATION
The integrated West Bengal Revenue Service (WBRS) has been constituted, vide Memorandum No. 2297-FT dated 28.12.2017 as a part of administrative reforms in the Revenue Directorates under the Finance Department with an aim to improve overall efficiency in revenue mobilisation and providing better services to the tax-payers.
2. The West Bengal Revenue Service (WBRS) has come into being w.e.f 02.01.2018 by merging the erstwhile West Bengal Commercial Tax Service, West Bengal Excise Service, West Bengal Registration and Stamp Revenue Service and West Bengal Agricultural Income Tax Service.
3. The cadre management of the West Bengal Revenue Service is presently being done by the Revenue Branch under the Finance Department.
4. There is need to impart uniformity in the diverse service and establishment related issues of the cadre officers belonging to the constituent directorates including appointment, posting, transfer, training, departmental examination etc.
5. Considering the criticality of the task and for better management of the service related issues of the respective cadre officers at different Directorates, the Governor is pleased to approve constitution of West Bengal Revenue Service (WBRS) Cell under the Finance Department, Government of West Bengal in supersession of earlier Order no. 254-FT dated 22.02.2021.
6. Accordingly, the WBRS Cell under the Finance Department will be entrusted with the following works related to WBRS Cadre Officers:
- a. Appointment
- b. Posting, transfer (Intra and Inter directorate) and detailment
- c. Management of the Cadre Schedule
- d. Service benefits and related miscellaneous issues
- e. Training
- f. Departmental Examination
- g. Maintenance of Gradation List
- h. Maintenance of e-Service Book and SAR
- i. Creation and maintenance of dedicated interactive website
- j. Any other work, the Department of Finance may consider fit.
5. The Cell shall be headed by an officer not below the rank of Senior Special Secretary. The Cell shall be manned by two officers of WBRS Cadre in the rank of Deputy Secretary (Technical), on transfer from Revenue Directorates, one Head Assistant and two Upper Division Assistants.
6. The Cell shall be manned by officials of the Finance Revenue Branch until the dedicated posts under the Cell are created.
7. The WBRS Cell will start functioning with immediate effect.
8. This has the approval of Group P2, Finance Department vide their U.O. No. Group P2/2023-2024/0907 dated 27.12.2023.
