NOTIFICATION

WHEREAS, this Department has been made aware that certain Institutions which are not authorised to run degree courses including but not restricted to Technical/ Law/ B. Ed. Degree(s) are approaching different Universities including Maulana Abul Kalam Azad University of Technology, West Bengal (MAKAUT) for obtaining No-Objection Certificate (NOC) from such Universities for conducting degree programmes.
AND WHEREAS, the instructions for courses to be provided by any Institutions are to be recognised by the National Level Regulatory Bodies inter alia All India Council for Technical Education (AICTE), National Council for Teacher Education, Bar Council of India etc. along with the prior approval of the Department of Higher Education, State of West Bengal.
AND WHEREAS, any such action by any institution not authorised to conduct any degree course including but not restricted to Technical/ Law/ B. Ed Degree, upon obtaining NOC from any University shall be construed as breach of the statutory provisions.
NOW, THEREFORE all the State-aided Universities, including MAKAUT, are hereby directed that they should desist from providing NOC to any Institution without obtaining prior approval/ clearance from the Department of Higher Education, State of West Bengal and only after following the statutory requirements.
This advisory is issued with the approval of the competent authority in the Department of Higher Education, Government of West Bengal, read with Section 18 of the West Bengal Universities and Colleges (Administration and Regulation) Act, 2017.
