MEMORANDUM
Sub: Online paperless requisition of IGR Valuation for Non-Registration Purposes
In order to facilitate the process of valuation of Government land/ private land for acquisition/ purchase for public infrastructure projects of the State Government, Central Government, and their Public Sector Undertakings/ Agencies/etc., the modalities of obtaining valuation of such land from the Inspector General of Registration & Commissioner of Stamp Revenue, West Bengal (IGR & CSR, WB) in a transparent, online, paperless and timebound manner the following procedure shall be adopted by all concerned in supersession of Memo. No. 838 F.T. dated 22.05.2026 and in partial modification of other relevant orders:
- The concerned Requisitioning Authority under the State Government, Central Government, Public Sector Undertakings, Agencies, under whose jurisdiction the subject matter falls, shall fill the Requisition Form in the VNR Module available on the official website of the Directorate of Registration and Stamp Revenue, Government of West Bengal (https://igr.wb.gov.in) and upload the signed copy of the Requisition Letter in the VNR Module along with the system-generated Requisition Form for submission of the requisition online to the IGR & CSR, WB.
- The Directorate of Registration & Stamp Revenue shall determine the applicable appropriate Valuation on priority basis as per the simplified procedure defined by the IGR & CSR, WB from time to time and upload the approved Valuation details in the VNR Module to make it available to the concerned Requisitioning Authority in their login in the Module itself.
- The entire process of requisition of valuation for such non-registration purposes as mentioned hereinabove, determination of appropriate valuation, and communication of the approved IGR Valuation to the concerned Requisition Authority shall be completed within 5 (five) working days and shall be done through the VNR Module only. There shall be no physical correspondence separately required to be made in this regard.
- For any other purpose except mentioned above, the existing procedure shall be followed.
This is issued in the interest of public service with immediate effect.
