(Aided & Unaided) Institutions situated in the following areas of West Bengal (1) Mekliganj & (2) Haldibari Dt, Coochbehar, (3) Alipurduar., Dt-Jalpaiguri(4) DaIkhola, Dt.-Uttar Dinajpur (5) Balurghat, Dt.Dakshin Dinajpur, (6) Chakdah, Dt.-Nadia, (7) Panihati & (8) Habra, Dt.-North 24 Parganas, (9) Diamond Harbour, Dt-South 24 Parganas, (10) Burdwan & (1l) Guskara, Dt.- Burdwan and (12) Dubarajpur, Dt.- Birbhum.
Sub: Postponement of Election for the constitution/ re constitution of the Managing Committee of the recognized Secondary Schools situated in the aforenoted areas for the ensuing Municipal Elections to be held on 21st September, 2013.
In exercise of the powers conferred upon the Administrator, West Bengal Board of Secondary Education by Sub-Section 2 of Section 28 read with Sub- Section 1(b) of Section 50 of the West Bengal Board of Secondary Education Act, 1963 as amended from time to time, has been pleased to notify that in view of the declaration of Municipal Elections to be held on 21st September, 2013 through enforcement of the Model Code of Conduct on & from 16.8.13 only in the following areas (1) Mekliganj & (2) Haldibari of Dt- Coochbehar, (3) Alipurduar, of Dt-Jalpaiguri (4) Dalkhola, of Dt.-Uttar Dinajpur (5) Balurghat of Dt Dakshin Dinajpur, (6) Chakdah, of Dt.-Nadia, (7) Panihati & (8) Habra of Dt- North 24 Parganas, (9) Diamond Harbour, of Dt- South 24 Parganas, (10) Burdwan & (11) Guskara, of Dt.- Burdwan and (12) Dubarajpur, of Dt.- Birbhum of the State of West Bengal, the entire processes for the constitution/ re constitution of the Managing Committee of the Schools situated strictly in the Municipal areas under the jurisdiction of the Model Code of Conduct enforced on and from 16.8.13, shall be suspended till publication of the said Municipal Election results.
1. In cases of Schools situated strictly in the Municipal areas under the jurisdiction of Model Code of Conduct enforced on & from 16.8.13 for the ensuing Municipal elections and where the processes for the different stages of the constitution/ reconstitution of the Managing Committee have been started but not completed till 15.8.13 the remaining posts of the said M.C election process shall be started after publication of the above said Municipal Election results adopting a programme afresh as per existing Rules & Procedures therein and the steps had already been completed will remain unchanged.
2. In cases of Schools situated strictly in the Municipal areas under the jurisdiction of the Model Code of Conduct enforced on & from 16.8.13 for the ensuing Municipal elections and where the election for the constitution/ reconstitution of the Managing Committee is due/ programme had already been drawn but not started till 15.8.13, shall be started after publication of results of the said Municipal Elections, by drawing M C election programme afresh as per existing Rules and procedures therein.
In cases of Schools mentioned under para no. 1 & 2 where the M.C election processes started/ to be started shall be completed within 31.12.13 and such Schools situated strictly in the Municipal areas where the Municipal Elections scheduled to be held on 21.9.13 followed by enforcement of the Model Code of Conduct on & from 16.8.13 will be eligible for consideration of extension of the tenure of the Managing Committee/ Ad-hoc Committee/ Organising Committee/ Administrator as the case may be for a period up to 28.2.14 on production of a copy of the M.C ‘Election’ report, held within 31.12.13 mentioning the name of the concerned Municipality to the Board.
This Notification will not be applicable wherein any contrary order from the Hon’ble Court prevails.
