Procedure of Pay Fixation of Nursing Staff for CAS-90 and MCAS-01

In such cases the overdrawal for the period from 01-01-2008 to 31-03-2008 shall be recovered with reference to unrevised pay drawn prior to 01-04-2008 as in the said period pay under W.B.S. (ROPA) Rules, 2009 is notional.

MEMORANDUM

The pay scale (a) of Grade-I (i)b, Grade-I (ii), Grade-II of W.B.N.S and Ex-cadre post of Health Supervisor (Female) under H & F. W. Deptt. were revised w.e.f. 01-01-1996 notionally with actual effect from 01-01-2008 vide Finance Department Memo. No. 7677-F, dated 03-10-2008. The question of pay fixation on such revision and on awardment of CAS-’90 and MCAS-’01 benefit have been under active consideration.

2. After careful consideration of the matter, the Governor has been pleased to take following decisions:

i) On the basis of unrevised pay in the unrevised pay scale(s) under W.B.S. (ROPA) Rules, 1990, pay is to be fixed in the revised scale (s) as are allowed vide Finance Department Memo. No. 7677-F, dated 03-10-2008.

ii) In some cases pay might be fixed at a lower stage in the revised scale (s) vide Finance Department Memo. No. 7677-F dated 03-10-2008. In that case there would be no overdrawal for the period from 01-01-1996 to 31-12-2007 as the said fixations (s) are notional upto 31-12-2007. In such cases the overdrawal for the period from 01-01-2008 to 31-03-2008 shall be recovered with reference to unrevised pay drawn prior to 01-04-2008 as in the said period pay under W.B.S.(ROPA) Rules, 2009 is notional.

Thereafter no overdrawal would occur due to actual payment of pay and allowances with the addition of Grade Pay under W.B.S. (ROPA) Rules 2009, w.e.f. 01-04-2008.

iii) The first and second higher scales for CAS-’90 (10 Years/ 20 Years benefit) would be scale No. 10 (4500-9700/-) and Scale No.H (4650-10,175/-) respectively w.e.f. 01-01 -1996 with reference to basic Scale No. 9 (4000-8850/-) with higher initial at Rs. 4125/-. The second and third higher scales for MCAS-’01 (8 Years/16 Years/25 Years, benefit) would be Scale No. 10 (4500-9700/-), Scale No. 11 (4650-10,175/-) and scale No. 12 (4800-10,925/-) respectively w.e.f. 01-01-2001 with reference to basic Scale No. 9 (4000-8850/-) with higher initial at Rs. 4125/-. The 10/20 years service for CAS-’90 and 08/16/25 years for MCAS-’01 should be counted from the date of initial appointment as Grade-II of W.B.N.S. as the said revision is not upgradation of scale(s) but substitution of scale(s).

iv) The above benefit is not applicable to those Nurses who were initially appointed as ANM (erstwhile Grade-III of W.B.N.S.) in scale No. 6 (3350-6325/-). The CAS/MCAS scale(s) of those Nurses would be determined with reference to basic scale No. 6 (3350-6325/-).

3. The manner of determination of scale of pay for CAS/MCAS Benefits as indicated herein above shall also apply in case of direct recruits in other Grades of WBNS as admissible including the Ex-Cadre post of Health Supervisor (Female).

4. All the provisions of para 2 above shall apply mutatis-mutandis in case of the Nursing personnel of ESI(MB) Directorate under Labour Department whose scale(s) of pay were revised vide Finance Department Memo. No. 7678-F dated 03-10-2008.

5. The Accountant General (A&E), West Bengal and the Pr. Accountant General (Audit), West Bengal are being informed accordingly.
