Applications in prescribed Form are invited for the posts of Assistant Teachers in the Govt. Aided/ Sponsored Primary/ Junior Basic Schools under the District Primary School Councils/ Primary School Councils of West Bengal to fill up the vacancies from those who were parties before the Hon’ble High Court at Calcutta in the Writ Petition No. 15632 (W) of 1998 with reference to the application for impleadment made before it on which orders were passed on 31.10.2003 as specified in the Order dated – 02.02.2011 passed in the SLP (C) No. 15253/2006 and with SLP (C) No. 14897 of 2008 by the Hon’ble Supreme Court of India, order dated 24.01.2013 and 09.05.2013 passed by the Hon’ble Supreme Court of India.
1. Application Form: Application Forms will be issued from every District Primary School Council/ Primary School Council office on payment of Rs. 100/- (One Hundred) only (Rs. 25/- for SC/ ST) and filled in forms will also be received on and from 28.05.2013 to 10.06.2013 during office hours affixing any official document bearing photograph of the candidate that is to say Voter Identity Card/ PAN Card/ Aadhar Card/ Driving License/ Passport. Document to establish that they were parties to the above mentioned proceedings are also required to be produced.
Eligibility Criteria:
Age: Has completed the age of 18 years and upper age limit shall be 40 years as per Recruitment Rules, 2001 as modified upto 19.05.2009.
Age Relaxation :The upper age limit shall be reckoned with reference to September 14, 1995 as per order of Hon’ble Supreme Court of India dated 02.02.2011.
Qualification: In terms of the order of the Hon’ble Supreme Court of India dated 09.05.2013 the eligibility of the 1257 candidates, who were the writ petitioners before the High Court and in respect of those the order dated 02.02.2011 came to be passed, shall be seen in accord with 2001 Rules for appointment as Primary School Teachers as modified by Notification No. 268-SE(P)/10M-06/2009 dated 19.05.2009, Notification dated 25th August, 2010 issued by the National Council for Teacher Education under RTE Act and the Notification dated 01.06.2011 whereby the minimum teacher qualification norms notified by the NCTE in Notification dated 25th August, 2010 have been relaxed.
As per notification by NCTE dated 25th August, 2010 determination of Minimum Qualification for Recruitment of Teachers (Class I-V):
(a) Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known),
or
(b) Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name known), in accordance with the National Council forTeacher Education (Recognition Norms and Procedure) Regulations 2002;
or
(c) Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.);
or
(d) Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education);
and
(e) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the guidelines framed by the NCTE.
Relaxation: Relaxation granted to the State Govt. of West Bengal in respect of Minimum Teacher Qualification norms notified by the NCTE as published in the Gazette of India vide No. 215 dated 25th August, 2010, in so far as they relate to Classes I to V: 2-year Diploma in Elementary Education (whatever name known) for appointment of teacher.
2. Finally the eligibility criteria for the specifically categorized candidates mentioned herein above as per the order of the Hon’ble Supreme Court of India dated 09.05.2013:
(i) Must be a citizen of India.
(ii) Age: The upper age limit shall be reckoned with reference to September 14,1995 as per order of Hon’ble Supreme Court of India dated 02.02.2011.
(iii) Minimum Qualification: Senior Secondary (or its equivalent) with at least 50% marks (Higher Secondary Examination conducted by the West Bengal Council of Higher Secondary Education and 10+2 system of other Boards approved by State Govt./Central Govt. be treated as equivalent to Senior Secondary)
and
Pass in the Teacher Eligibility Test (TET), to be conducted by West Bengal Board of Primary Education in accordance with the guidelines framed by the NCTE.
(iv) Candidates belonging to reserved categories SC/ ST/ OBC/ PH/ EC shall be allowed relaxation upto 5% in the qualifying marks.
3. Manner of Selection: (a) The Teacher Eligibility Test (TET) for specifically categorized candidates mentioned herein as per order of the Hon’ble Supreme Court of India shall be held as per guidelines issued from time to time by the National Council for Teacher Education and a person who will score 60% or above in the Teacher Eligibility Test (TET) examination shall be considered as Teacher Eligibility Test (TET) pass provided relaxation upto 5% marks shall be allowed to the candidates belonging to the reserved categories, such SC/ ST/ OBC/ PH/ EC.
(b) Teacher Eligibility Test (TET) examination shall be held in 100 marks consisting of the following five (5) Sections, throughout the state on a single day at the same time.
(i) Section I-Child Development-20 Marks
(ii) Section II – Language I -20 Marks
(iii)Section III -Language II- 20 Marks
(iv) Section IV – Mathematics – 20 Marks
(v) Section V- Environmental Science – 20 Marks
Note 1. – All questions shall be of multiple choice types with four alternatives out of which one option will be correct. All questions shall be compulsory and each item shall carry one mark. But there will be no negative marking.
Note 2. – First Language of the candidate shall be determined as per the medium of instruction of the primary school for which the candidate opted and Second Language be English.
4. Admit Cards will be issued after verification made by the Board from the respective District Primary School Councils on and from 17.06.2013
5. Date of Examination: 23.06.2013 (Sunday)
6. Thereafter, the Board will publish the result of the Teacher Eligibility Test (TET) examination and the names of Teacher Eligibility Test (TET) qualified candidates would be forwarded to the respective District Primary School Council for selection as per the rule 2001 as modified by Notification No. 268-SE(P)/10M-06/2009 dated 19.05.2009.
The entire process of selection would be completed by 15th July, 2013.
