Revision of Scales to the Sub-ordinate Labour Services

MEMORANDUM
The pay scale of West Bengal Sub-Ordinate Labour Service has been revised w.e.f. 01.01.96 notionally with actual effect from 01.01.2008 vide Finance Department Memo No. 2540-F(P) Dated 05.04.2010. The question of pay fixation on such revision and an awardment of CAS-90 and under active consideration of the Government.
2. After careful consideration of the matter, the Governor has been pleased to take following decisions
a) On the basis of unrevised pay in the unrevised pay scale under W.B.S. (ROPA) Rules, 1990, pay is to be fixed in the revised scale as is allowed vice Finance Department Memo No. 2540-F(P) dated 05.04.2010 and in the corresponding scales for 10 years’ and 20 years’ CAS benefits with reference to basic scale No. 10 (4500-9700/-) of direct recruit of West Bengal Subordinate Labour Service. The promotion officer of West Bengal sub-ordinate Labour Service are not entitled for fixation of pay under ROPA, ’98 in the Scale for 10 years/20 years CAS benefits as stated above.
b) In some cases pay might be fixed at a lower state in the revised scale vide Finance Department memo No. 2540-F(P) dated 05-04-2010 and corresponding scales for CAS-90/MCAS ’01 benefits. In those cases there would be no overdrawal for the period from 01.01.96 to 31.12.2007 as the said fixations are notional upto 31.12.2007. In such cases the overdrawal for the period form 01.01.2008 to 31.03.2008 shall be recovered with reference to unrevised pay drawn prior to 01.04.2008 as in the said period pay under W.B.S. (ROPA) Rules, 2009 is notional. Thereafter, no overdrawal would occur due to actual payment of pay & allowances with the addition of Grade Pay under W.B.S. (ROPA) Rules, 2009 w.e.f. 01.04.2008.
c) The first and second higher Scales for CAS-90 (10 yrs/20 yrs benefit) would be Scale No. 11 (4650-10175/-) and Scale No. 12 (4800-10925/-) respectively w.e.f. 01.01.96 with reference to basic Scale No. 10 (4500-9700/-) for direct recruitee Officer of West Bengal Sub-Ordinate Labour Service. The first, second and third higher Scales for MCAS-01(8 yrs/16 yrs/25 yrs benefit) would be Scale No. 11 (4650-10175/-), Scale No. 12 (4800-10925/-) and Scale No. 13 (5000-11,275/-) respectively w.e.f. 01.01.2001 with reference to basic Scale No. 10 (4500-9700/-) for direct recruitee Officer of West Bengal Subordinate Labour Service. The promotee Officers of West Bengal Sub-Ordinate Labour Service are not entitled for CAS-90/MCAS-01 benefit as stated above. The 10/20 yrs service for CAS-90 and 8/16/25 yrs service for MCAS-01 for direct recruitee Officer of West Bengal Sub-Ordinate Labour Service should be counted from the date of initial appointment in West Bengal Sub-Ordinate Labour Service as the said revision is not upgradation of Scale(s) but substitution of Scale (s).
d) The Principal Accountant General (A &E), West Bengal and Principal Accountant General (Audit), West Bengal are being informed.
