Sub: Technical Eligibility criteria for Execution of Electrical Installation Work in Public Works Department

All Electrical Installation Works should be carried out in accordance with the provisions of The Electricity Act, 2003, Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulations, 2010 as amended up to date, National Building Code and all relevant codes and practices issued by the Bureau of Indian Standard as amended up to date.

The Contractor participating in the tender for execution of Electrical Works must have valid Electrical Contractor License duly issued by the Licensing Board/ Directorate of Electricity of the concerned State Government [West Bengal Licensing Board, in case of West Bengal]. The Contractor must have Supervisor or Engineer, holding Electrical Supervisor’s Certificate of Competency (SCC), granted by the authorities of the concerned State Government [West Bengal Licensing Board, in case of West Bengal] for Supervision of the work.

Such Supervisor’s Certificate of Competency is not related to financial value of the work but related to the scope & type of work that a Supervisor has to supervise for the respective work. It has been observed that the Tender inviting authorities are not properly setting Technical Eligibility criteria of the Supervisor according to the type & scope of work for which Tender is being invited.

In view of that, the undersigned would like to direct that the Tender Inviting Authority should include and specify only that part of the requisite Supervisor’s Certificate of Competency (SCC) in the technical eligibility criteria of the Supervisor that are related to the scope & type of work for which Tender is being invited, as specified below.

However, the Supervisor having National Certificate of Supervisor is eligible to supervise all type of work as listed above.

The Technical Sanctioning Authorities of Electrical Wing in PWD should clearly indicate the requisite part of the SCC as specified above, while sending technically sanctioned estimate to their counterpart in Civil Wing of PWD for inviting composite tender, so that they can set the Technical Eligibility Criteria of the electrical contractor who will execute the electrical part of the composite work.

This order will take immediate effect.
