Hi friends ! If one WB Govt. employee fulfilled 8/16/25 yrs continuous & satisfactory service on Feb’14 & opted to take the cas/mcas benifit from usual increment date will he get higher grade pay from Feb’14 ?
Date of Effect: Feb, 2014.
So it is beneficial for the employee to take all benefits on 01.07.2014.
Pay fixation procedure is shown below for your perusal.
Let’s say, (Basic Pay + Grade Pay) as on 01.02.2014 is Rs. (8000+2000)=Rs. 10,000/-
On 01.07.2014 due to a normal increment it will be Rs. 10,300/-
On 01.07.2014 due to an additional increment for CAS it will be Rs. 10,610/-
On 01.07.2014 due to jump in Grade Pay for CAS it will be Rs. 10,810/- (considering GP hike Rs. 200)
Next date of increment on 01.07.2015

But the question is should the incumbent be awarded only the higher gradepay from Feb’14 ?
This is also my question and I’m facing the same problem. I think he may, and will get one additional increment after normal increment in July’2014. Please someone tell the right way.

Yes, he will get an additional increment after the normal increment. please check the pay fixation in earlier post.

As the incumbent has exercised his option to take promotional benefit on the 1st July, then no question of any benefit in February.

But if he opt for notional increment under CAS in Feb’2014, then isn’t he can get the higher grade pay from February???
I have gone through the ROPA 2009.
Hope in this case the incumbent should be awarded the higher GP from the date of his promotion and fixation with double increments should be done on 1st July of the same year. The calculation should be done with the lower GP and thereafter higher GP should be awarded. It is defined under Rule 11 of WBS ROPA 2009. ( Page No. 7-8)

(3) The benefit of fixation of pay available at the time of normal promotion under this rule shall be allowed in case of non-functional movement to higher scales.
Note 1. – In case the Government employee opts to get his pay fixed from his date of next increment, then, on the date of promotion, pay in the pay band shall continue to be unchanged, but grade pay of the higher post shall be granted. Further re-fixation shall be done on the date of his next increment, i.e., 1st day of July. On that day, such a
Government employee shall be granted two increments; one annual increment and the second on account of promotion. While computing these two increments, basic pay prior to the date of promotion and grade pay corresponding to such pay in the pay band shall be taken into account. After allowing such increments, grade pay of the higher post/ scale shall be allowed.
Note 2. – In case the Government employee opts to get his pay fixed in the higher grade from the date of his promotion, he shall get his first increment in the higher grade on the next 1st July, if he was promoted between the periods from the 2nd July to 1st January. However, if he was promoted between periods commencing from the 2nd January and ending on the 30th June of a particular year, he shall get his increment on the 1st July of the next year.
Note 3. – If a Government employee after getting non-functional movement to higher scale gets promotion in the same existing pre-revised scale, he shall get only one incremental benefit for the higher post without any change in the grade pay.”

It is clear that Higher Grade Pay will be granted in February in this case.
Then will the employee get any financial benefit from February?
