“Identification Certificate” for Grant of Passport

    While applying for fresh passport as a Govt. employee who come under non-ECR category, an “Identification Certificate” in the form of “Annexure-B” is required to be submitted to the Passport Office.
    Vide No. : 329( )-PAR(Trg)/HR/O/3T-61/07 Dated Kolkata, the 29th May, 2007 of the P. & A.R. Dept., Govt. of WB, the “Identification Certificate” will be issued by the cadre controlling Dept. with signature of an officer not below the rank of Jt. Secretary to the Govt. of WB.
    Anyone pls. help if I should approach to the higher authority through proper channel for obtaining the “Annexure-B” or there is any other procedure for obtaining the same.
    I am a Gr. A employee of the Govt. of WB.

    Identity Certificate is provided by the Cadre Controlling authority (not below the ranks of J.S.) as you said. Normally it comes with the Passport Application Form, but due to the space problem there, it is given separately in most of the Offices keeping the text of the Annexure-B unchanged.
    You can apply for providing the certificate in the specified format or you can directly communicate the Passport Office, get the form and apply to your Office with the form. However, Passport Office has stated some online process for applying (you have to parallely submit the hard copies), check it please.

    @ amitava: Please check also the G.O. regarding Requirement of Identity Certificate (IC) or No Objection Certificate vide No. 194-PAR(Trg)/HR/O/3T-61/07 dated 06.06.2011.
