MEMORANDUM
Sub: Transfer of fund pertaining to Centrally Sponsored Schemes (CSS) to SNA Account.
Finance Department had earlier issued Memo No. 3358-F(Y) dated 02.11.2021 wherein it was clarified that Bills for transferring fund pertaining to Centrally Sponsored Schemes (CSS) to the earmarked SNA Bank Accounts can be passed by Treasury/ PAOs without any sub vouchers.
However, transfer of budgetary fund to Bank Accounts of Departments, Directorates, Societies, PSUs, Corporations, Samitis, Boards/ Unnayan Parishads, etc. without prior approval of Gr T of Finance Department is restricted in terms of this Department Memorandum No. 1984-F(Y) dated 07.04.2016.
Now, after careful consideration of the matter it has been decided that after release of Central/ State share of fund pertaining to Centrally Sponsored Schemes by Finance (Budget) Department, no further concurrence of Gr T of Finance Department would be required for transferring the same to the earmarked/ designated bank account of the State Nodal Agency (SNA) of that Scheme.
However, at the time of issuance of sanction/ allotment, the concerned Administrative Department should mention the following in the body of the order:
“This order is issued in terms of FD Memorandum No. 1869-F(Y) dated 17.04.2023“.
