MEMORANDUM
The undersigned is directed, to say that the West Bengal State Govt. Employees’ Group Insurance — cum — savings Scheme, 1987 was introduced vide F. D. Memo. No. 825-F dated 31.01.1987 and the employees were graded for this purpose as Group – A, B, C and D following their pay scales vide para7.1 of the said scheme. Subsequently gradations were revised vide F.D. Memoranda No. 6168-F dated 03.07.1991 and No. 8741-F dated 21.12.1993 after implementation of WBS (ROPA) Rules, 1990 and 1998 respectively. Now after implementation of WBS(ROPA) Rules, 2009 another revision has become necessary.
Accordingly in supersession F.D. Memo. No. 8741-F dated 21.12.1998 the Governor is pleased to decide that with effect from 01.11.2009 the State Govt. Employees shall be graded for the above purpose in the following manner
I. Group – A: all employees having pay in the pay Band scale with a maximum above Rs, 37,600/- with Grade pay ranging from Rs. 4,400/- to Rs. 10,000/-.
II. Group – B: all employees having pay in the pay Band Scale with a maximum of Rs. 37,000/- or below but above Rs. 25,200/- with grade pay ranging from Rs. 2,900/- to Rs. 4,100/-
III. Group – C: all employees having pay in pay Band scale with a maximum of Rs. 25,200/- or below but above Rs. 16,200/- with Grade pay ranging form rs. 1,900/- to Rs. 2,600/-
IV. Group – D: all employees having pay in the pay Band scale with a maximum of Rs. 16,200/- or below with Grade Pay ranging from Rs. 1,700/- to Rs. 1,800/-
The rate of subscription and amount of Insurance cover corresponding to each Group shall however remain unchanged.
Para 7.1 of F. D. Memo No. 825-F dated 31.01.1987 and para 4 of Accounting procedure circulated under F.D. Memo. No. 11099-F dated 08.10.1987 shall be treated as modified to that effect.
It should be noted that the holders of Scale No. 7 under WBS (ROPA) Rules, 2009 i.e. pay Bond Scale of Rs. 5,400-25,200/- in PB-2 with Grade pay of Rs. 2,900/- though graded as Group-C in Rule 13 of the said Rules has been classified under Group-B for this purpose for maintaining continuity of groupwise catagorisation. Otherwise the gradation of employees as recast above is in identical terms of Rule 13 of WBS (ROPA) Rules, 2009.

MEMORANDUM
Sub: Adjustment of Group Insurance-cum-Saving Scheme, 1987 money erroneously deducted.
It has been brought to notice that some Drawing and Disbursing Officer realised subscription from the employee in excess/Less than admissible under rule of Group Insurance-cum-Saving Scheme, 1987. As for example subscription was realised from Group ‘C’ employee @ Rs. 40 per month in place of Rs. 20 p.m. and similarly subscription @ Rs. 20/-p.m. from a Group ‘B’ employee in lieu of Rs. 40 per month. The said erroneous deduction in the Group Insurance-cum-Saving Scheme, 1987 may be regularised by subsequent adjustment in the salary bill of concerned employees. As an example where excess realisation of subscription was made, the same may be adjusted by non-recovery of subscription in subsequent month/ months by D.D.O. and where less realisation of subscription was made, the same may be adjusted by recovery of balance amount without any interest in subsequent month forthwith by D.D.O. Necessary certificate to that effect will be submitted by D.D.O. on the body of salary bill and also in Annexure ‘A’

P. Tax is to be calculated upon the Gross Salary. Gross Salary means Basic + D.A. + HRA + M.A. + Other Special Allowance.

You shall not get pay protection for this. Service continuation in terms of retirement benefit only will be counted.
