Memorandum
Subject: Delegation of power to grant subsidy
Government have had under consideration for some time past to delegate certain powers to the Transport Secretary to Government of West Bengal to grant subsidy for payment of salary, pension and retirement benefits in respect of employees of the Transport Corporations till the situations improve for meeting those expenditures out of the income of the Corporations. After careful consideration of the matter in all its aspects, the Governor has now been pleased to empower the Transport Secretary to the Government of West Bengal to grant subsidy for payment of salary, pension and retirement benefits in respect of such employees of the Transport Corporations whose appointments have been made with the approval of the Finance Department, as detailed below.

| 4) North Bengal State Transport Corporation | Upto Rs. 2.00 Crore |
The power delegated herein will remain effective till further orders and this power cannot be re-delegated to any other officer by Transport Secretary.
Every effort should be made to limit the requirement of subsidy within the amounts as per delegation made herein during the current financial year and also to gradual decreasing of the subsidy amount for the subsequent years.
