Promotion and Transfer Policy for Secretariat Staff
The PAR Department will adopt the following policy in respect of promotion and transfer of employees under Common Cadre Wing on promotion with effect from 1 April, 2012.
PAR Department is mainly engaged in controlling the cadre borne in IAS, WBCS (Executive), West Bengal Secretariat Service, West General Service, West Bengal Assistants & Typists.
The PAR Department will adopt the following policy in respect of promotion and transfer of employees under Common Cadre Wing on promotion with effect from 1 April, 2012.
Application to the State Public Information Officer shall be accompanied with a court-fee or a non-Judicial Stamp paper or by Demand Draft of rupees ten.
Revision of rates of Administrative Allowance/ Special Allowance for the field level WBCS(Exe) officers e.g. Sub-Divisional Officer, Additional District Magistrate & District Magistrate has been under consideration of the Government for sometime past.
‘Affidavit’ and ‘Attestation’ by Gazetted Officers and others shall be substituted by Self Declaration and Self -Attestation respectively with effect from 1st December, 2014.
Integrity Clearance Certificate/ Vigilance Clearance in r/o all Engineering Officers from Junior Engineer to Chief Engineer will be issued by the Designated Vigilance Officer of the Department after obtaining the approval from the C.C.A. & Disciplinary Authority.
Governor is pleased to accord approval towards payment in one lump of Cash Compensation to all the Block Development Officers of the State which will be equivalent to 30 (thirty) days of their Pay and Dearness Allowances for every completed year of service.
A number of proposals for awarding different service benefits to the employees of the Government of West Bengal and reorganizing the cadre of different Services of Government of West Bengal through creation of some posts were under consideration of the Government for sometime past.

Introduction of mandatory Annual Health Checkup for the WBCS (Exe) officers of the age of 40 years or above in line with the provisions made in this regard for AIS & Central Civil Service Officers.

Introduction of e-Office in particular and IT enabled services in general has inculcated changes in office procedure.
