ORDER
Sub: Disposal of scrap/ condemned/ obsolete items through e-auction portal of MSTC Limited.
The undersigned is directed by order of the Governor to state that difficulties are generally being faced in conducting auctions for disposal of scrap condemned obsolete items in the district offices of Public Works Department under usual procedure mentioned in the WBFR, or using e-procurement portal and accordingly Public Works Department has recently approached Finance Department for permission towards outsourcing of the service of conducting auction and ancillary services through engagement of MSTC Limited, a Govt. of India Enterprise (Mini Ratna Category-I PSU of GoI with ISO 9001: 2008 accreditation), having proven track record in facilitating better disposal and obtaining higher rates for such scrap materials lying unused.
2. The undersigned is further directed by order of the Governor to say that the Governor has been pleased to accord approval for disposal of scrap/ condemned/ obsolete items through e-auction portal of MSTC Limited for which upto 3% of the H1 (sale value) may be allowed to MSTC Limited as service charges.
3. This order is issued with the concurrence of Finance Department, Group T vide their U.O. No. Group T/2020-2021/1154 dated 24.03.2021.
