Sub: Exemption from publishing e-NITs/e-NIQs in newspapers
It has been observed that the existing requirement of publishing eNITs and eNIQs in newspapers frequently leads to delays in the tender publication process, thereby causing unwarranted hindrance in project execution.
Whereas, publication of eNITs and eNIQs in newspapers is exempted for procurements made through GeM.
Accordingly, with a view to streamlining the e-tendering process, ensuring timely project execution and maintaining parity with GeM guidelines, the Governor is pleased to direct that the requirement for publication of eNITs and eNIQs in newspapers shall henceforth be exempted, subject to the following condition:
The eNIT/eNIQ must be mandatorily published on the respective Departmental website as well as on the e-Procurement portal of the Government of West Bengal.
However,
- Departments may publish eNITs and eNIQs in newspapers if is considered to be absolutely necessary by the competent authority of the Dept.
- Offline tenders/ quotations shall remain outside the purview of this order and may be published as per the extant rules.
- For Externally Aided Projects, publication of eNITs/ eNIQs in newspapers shall be subject to guidelines of the Funding Agency.
All existing orders regarding the publication of e-tender notices stand modified to this extent.
This order takes immediate effect and shall remain in force until further orders.
