Sub: Finalization/ Cancellation of Long-Pending Tenders Invited through the State eProcurement Portal
It has come to the notice of this Department that a large number of tenders invited by different Tender Inviting Authorities (TIAs) through the e-Procurement Portal (www.wbtenders.gov.in) of the State Government have neither been finalized by uploading the Awards of Contract (AOCs) on the portal nor cancelled. This has resulted in unnecessary occupation of the resources of the e-Procurement Portal, thereby adversely affecting its performance and functioning.
In view of this, all TIAs were requested vide Order No. 2597(60)-F(Y) dated 05.06.2024 to take necessary steps for finalization or cancellation of long-pending tenders by 15.07.2024.
However, it has been observed that a considerable number of TIAs have not yet finalized or cancelled such long-pending tenders within the stipulated timeline.
Now, in continuation of the aforesaid Order, all TIAs are once again requested to take immediate necessary action for finalization or cancellation of all long-pending tenders floated up to 31.08.2025, except those tenders which are involved in any litigation/ court case, within 1 (one) month from the date of issuance of this Order.
In case any such tender(s) cannot be finalized due to pending litigation or pursuant to any order of the Court, the concerned Tender ID(s) may kindly be intimated to this Department at emd.eproc-wb@nic.in.
If no intimation is received from the concerned TIA within the stipulated period, it shall be deemed that the TIA has no objection to the cancellation of such pending tenders from the e-Procurement Portal. Accordingly, all such pending tenders shall be cancelled/ removed from the system after expiry of 1 (one) month from the date of issuance of this Order.
This Order shall take immediate effect.
