MEMORANDUM
In terms of the provisions of Rule 3 (ii), Rule 3 (iv) & Rule 9 of WBS (CCA) Rules 1971 & subsequent Order no. 974-PAR (Vig), dated-25/07/2000 of Home (P&AR) Department, Govt. of West Bengal, Cadre Controlling Authority (CCA) as well as Disciplinary Authority of the respective Cadre will issue ‘Integrity Clearance Certificate/ Vigilance Clearance’ to the Officers belonging to the respective services in respect of any matter related to confirmation, promotion etc.
Hence with an aim to streamline and expedite the vigilance clearance procedure the following guideline has been devised in respect of all the officers and employees of PWD including the Directorates.
- Integrity Clearance Certificate/ Vigilance Clearance in r/o all Engineering Officers from Junior Engineer to Chief Engineer will be issued by the Designated “Vigilance Officer” of the Department after obtaining the approval from the C.C.A. & Disciplinary Authority. All cases of confirmation, functional & non-functional promotion, deputation to Foreign Service, selection for training abroad, and re-employment/ extension in service etc. final Vigilance Clearance will be issued after concurrence of State Vigilance Commission in terms of the provisions of Memorandum No: 64(50)-P&AR (Vig) of Home (P&AR) Department, Govt. of West Bengal.
- Integrity Clearance Certificate/ Vigilance Clearance in r/o all Secretariat Employees from Gr.-D to Section Officers will be issued by the Designated “Vigilance Officer” of the Department after obtaining approval from the C.C.A. & the Disciplinary Authority.
- Integrity Clearance Certificate/ Vigilance Clearance in r/o all Secretariat Employees of WBSS Cadre ie. above Section Officers will be issued by the P&AR Department being C.C.A. in respect of the said employees.
- Integrity Clearance Certificate/ Vigilance Clearance in r/o all Gr.-B & Gr.-C Employees of P.W.Dte./ P.W.(Roads) Dte./ Housing Dte. will be issued by the concerned Chief Engineer being the C.C.A. in respect of the said employees.
- Integrity Clearance Certificate/ Vigilance Clearance in r/o all Gr.-D Employees of P.W.Dte./ P.W.(Roads) Dte./ Housing Dte. will be issued by the concerned Superintending Engineer being the C.C.A. in respect of the said employees.
This is issued with the approval of the Secretary of the Department & will come into effect from 01.09.2024.
All concerned are being informed accordingly.
