Issuance of Enrolment Certificate under WBHS to Retiring Employees

MEMORANDUM

Sub: Issuance of Enrolment Certificate under the West Bengal Health Scheme (WBHS) to retiring employees on the date of their superannuation.

State Government employees enrolled under the West Bengal Health Scheme (WBHS) during their service are required to obtain a fresh Enrolment Certificate as pensioners upon retirement in order to continue availing the benefits of the Scheme for themselves and their beneficiaries. The intention has always been to ensure seamless continuity of coverage without any break upon retirement.

However, delays sometimes occur in the issuance of such fresh certificates, resulting in a gap between the date of retirement and the issuance of the new Enrolment Certificate. During this intervening period, the pensioner or his/her beneficiaries may be unable to avail the benefits of the Scheme if required, thereby causing financial hardship to them. The matter has been under consideration of the Government for some time past.

After careful consideration, the Governor is pleased to order that henceforth the Pension Sanctioning Authority (PSA) shall issue the Enrolment Certificate under WBHS to the retiring employee on the date of superannuation, so as to ensure uninterrupted coverage under the Scheme, unless the concerned employee opts out of the Scheme.

In order to streamline the process, all Pension Sanctioning Authorities (PSAs) are requested to initiate and process the enrolment of retiring employees preferably one month prior to the date of superannuation, based on the option exercised by the employee at the time of submission of the pension application. Necessary modifications in the WBHS Portal are being carried out accordingly.

This order shall take immediate effect.
