Modification of Promotional Fixation for Identical Scale of Pay

MEMORANDUM

The scale of pay of the Head Clerks/ Head Assistants in the Directorates under various Departments, Government of West Bengal was revised inter alia to Scale No. 10 (Rs. 4500 – 9700/-) with effect from 01/01/1996 notionally with actual effect from 01-08-2008 in terms of Memo No. 1682-F dated 23-02-2009. Due to loss of pay occurred in some cases after fixation in terms of the said Memo and due to non-availability of promotional fixation for identical scale of pay, the question of review of the same has been under consideration of the Government for some time past.

2. After careful consideration of the position the Governor has been pleased to decide as follows :-

a) The scale of pay of the post of Head Clerk shall be upgraded to Scale No. 10 (un-revised) corresponding to the revised scale under WBS (ROPA) Rules, 2009 in PB-3 (Rs. 7100 – 37600/-) with Grade Pay of Rs. 3900/-.

b) The scale of pay of the post of Head Assistant shall be upgraded to Scale-10 (un-revised) with higher initial at Rs. 4650/- corresponding-to the revised scale under WBS (ROPA) Rules, 2009 in PB-3 (Rs. 7100 – 37600/) with minimum pay i.e. higher initial at Rs. 8650/- and Grade Pay of Rs. 3950/-.

c) The scale of pay of the post of Head Assistant — II shall be upgraded to Scale No. 10 (un-revised) with higher initial start at Rs. 4800/-corresponding to the revised scale under WBS (ROPA) Rules, 2009 in PB-3 (Rs. 7100 -37600/-) with minimum pay i.e. higher initial at Rs. 3930/- and Grade Pay of Rs. 3950/-.

d) The scale of pay of the post of Head Assistant-1 shall be upgraded to Scale No. 10 (un-revised) with higher initial start at Rs. 4950/-corresponding to the revised scale under WBS (ROPA) Rules, 2009 in PB-3 (Rs. 7100 – 37600/-) with minimum pay i.e. higher initial at, Rs. 9210/- and Grade Pay of Rs. 3960/-.

3. This will take effect from 01 -08-2008.

4. At the time of pay fixation in terms of this memorandum only the difference of Grade Pay, if there be any, shall be added to the existing pay of the concerned employees since revised under WBS (ROPA) Rules, 2009.

5. It has also been decided that, at each stage of promotion from the post of Head Clerk to Head Assistant, from Head Assistant to Head Assistant-II and from Head Assistant-II to Head Assistant-I the concerned Directorate employees will get pay fixation benefit under normal rule.

6. Finance Department’s Memo No. 1682-F dated 23-02-2009 stands modified to the extent of this memorandum.

7. The Accountant General (A&E), West Bengal and the Principal Accountant General (Audit), West Bengal are being informed accordingly,

    I joined to the Accountant in Nagar College on 09-03-2006(4000-8850), I got promotion as Head Clerk, On 10-04-2008.
    (4000-8850 but initial start ar Rs.4250)

    what is my Grade Pay in that time ? Rs.3600/- or Rs.3900/-

    I joined to the West Bengal Govt. service on 3-12-1988 as LDA, on 12-01-1994 I got promotion as UDA, On 10-03-2000 I got promotion as IDO. but in the year 1990 I have 34 days LWP. On 2-12-2013 I am going to complete my 25 years of service. Now my question is whether I am eligible to get EAS from 2-12-2013 or 34 days later due to LWP?

    I have joined as Data Entry Operator in District Election Cell and my Grade Pay is 2600. As there is no Promotion scheme like other clerical cadres. Is there any chance of any allowances or other facilities in these type of non promotional posts in West Bengal Government Service Rule…

    Is the scale mentioned for Head Clerk in Memorandum No.9965-F(P) dated 21.10.2010 applicable for clerks in schools.
