NOTIFICATION
The issue of reorganization of the existing setup of directorates under P.W.D. keeping in view the increase in scope of work, increase in number of transferred assets from other departments, rationalization of existing jurisdiction of field offices due to increase of work load etc. has been drawing attention of the government for some time.
Now, after careful consideration of the matter, the Governor is pleased in the interest of public service to restructure the engineering set up of different directorates under Public Works Department as follows:
1. There will be two directorates namely Public Works Directorate and Public Works (Roads) Directorate under Public Works Department.
The offices of Public Works (Social Sector) will be merged with the offices of Public Works Directorate.
All the road stretches under the Public Works Department will be transferred to be the offices of the Public Works (Roads) Directorate.
A separate wing under Public Works (Roads) Directorate is set up to construct and maintain bridges and for their regular safety inspections.
2. In place of existing three working zones under Public Works Department over the state, namely North Zone, West Zone and South Zone, there will be five zones namely North Zone, Central Zone, West Zone, South West Zone and South Zone each headed by Chief Engineers of the two directorates i.e. Public Works and Public Works (Roads) separately. The Zonal Chief Engineers would be responsible for execution and supervision of all works within their respective zones.
3. The North Zone would comprise of five districts – Alipurduar, Coochbehar, Jalpaiguri, Kalimpong and Darjeeling.
The Central Zone would comprise of four districts – Uttar Dinajpur, Dakshin Dinajpur, Maldah and Murshidabad.
The West Zone would comprise of four districts – Birbhum, Paschim Bardhaman, Purba Bardhaman and Hooghly.
The South West Zone would comprise of five districts – Bankura, Purulia, Jhargram, Paschim Medinipurand Purba Medinipur.
The South Zone would comprise of five districts – Nadia, North 24 Parganas, South 24 Parganas, Howrah and Kolkata.
4. The Office of the Chief Engineers under the Public Works Department will be –
A. For Public Works Directorate
i) Chief Engineer, P.W.Dte., North Zone, with its office head quarter at Jalpaiguri town, as existing.
ii) Chief Engineer, P.W.Dte., Central Zone, with its office head quarter at Malda town, newly created.
iii) Chief Engineer, P.W.Dte., West Zone, with its office head quarter at Durgapur town, as existing.
iv) Chief Engineer, P.W.Dte., South West Zone, with its office head quarter at Midnapore town, renaming and shifting the office of the Chief Engineer, Social Sector, P.W.Dte., from Kolkata.
v) Chief Engineer, P.W.Dte., South Zone, with its office head quarter at Kolkata, as existing.
vi) Chief Engineer, Planning, P.W.Dte., with its office head quarter at Kolkata as existing.
vii) Chief Engineer, Head Quarter, P.W.Dte, with its office head quarter at Howrah as existing.
viii) Chief Engineer (Electrical)-I, P.W.Dte., with its head quarter at Kolkata as existing.
ix) Chief Engineer, (Electrical), Planning, P.W.Dte., with its head quarter at Kolkata as existing.
B. For Public Works (Roads) Directorate
i) Chief Engineer, P.W.(Roads) Dte., North Zone, with its office head quarter at Siliguri town, as existing. The establishment of Northern Highway Planning Division-I will be merged with the office of the Chief Engineer, P.W.(Roads) Dte., North Zone.
ii) Chief Engineer, P.W.(Roads) Dte., Central Zone, with its office head quarter at Malda town, newly created.
iii) Chief Engineer, P.W.(Roads) Dte., West Zone, with its office head quarter at Durgapur town, as existing.
iv) Chief Engineer, P.W.(Roads) Dte., South West Zone, with its office head quarter at Midnapore town, newly created.
v) Chief Engineer, P.W.(Roads) Dte., South Zone, with its office head quarter at Kolkata, as existing.
vi) Chief Engineer, Planning, P.W.(Roads) Dte., with its office head quarter at Kolkata as existing.
vii) Chief Engineer, Bridge Inspection & Monitoring Cell, P.W.(Roads) Dte., newly created, with its office head quarter at Kolkata to look after the planning, inspection and monitoring of all bridges within P.W. (Roads) Directorate.

ix) Chief Engineer, National Highway Wing, P.W.(Roads) Dte., with its head quarter at Kolkata as existing.
x) Chief Engineer, PIU (ROB), P.W.(Roads) Dte., with its head quarter at Kolkata as existing.
xi) Chief Engineer & Director, Road Building & Research Institute, with its head quarter at Joka, Kolkata as existing.
5. Reorganization of Offices under Chief Engineer, North Zone, PW Dte.
i. The two Civil Circles namely North Circle – I and North Circle – II and one Electrical Circle, namely North Electric Circle will be placed under Chief Engineer, North Zone.
ii. North Circle – I, P.W.Dte., renamed from North Bengal Construction Circle – I, P.W.Dte., located at head quarter Coochbehar will have five P.W. divisions under its administrative jurisdiction, namely
a. Alipurduar Division, P.W.Dte., head quarter at Alipurduar town as existing with three Subdivisions under it.
b. Coochbehar Division-I, P.W.Dte., head quarter at Coochbehar town renaming the existing Coochbehar P.W. Division, with three Subdivisions under it.
c. Coochbehar Division-II, P.W.Dte., head quarter at Coochbehar town renaming the existing Coochbehar P.W. Division, Social Sector, with three Subdivisions under it.
d. Jalpaiguri Division, P.W.Dte., head quarter at Jalpaiguri town, the existing Jalpaiguri Division, P.W.Dte. being transferred from the administrative jurisdiction of North Bengal Construction Circle – II, P.W.Dte., all three Subdivisions under it.
iii. North Circle-II, P.W.Dte., renamed from North Bengal Construction Circle – II, P.W.Dte., at Jalpaiguri will have three P.W. Divisions under its administrative jurisdiction, namely
a. North Bengal Division-I, P.W.Dte., renamed from North Bengal Construction Division, P.W.Dte., head quarter at Siliguri town, as existing with all three Subdivisions exist under it.
b. North Bengal Division-II, P.W.Dte., Head quarter at Jalpaiguri, renamed from Jalpaiguri Construction Division, P.W.Dte., with three Subdivisions under it.
c. Darjeeling Division, P.W.Dte., head quarter at Darjeeling town, as existing, with four Civil Subdivisions under it.
d. Kalimpong Division, P.W.Dte., head quarter at Kalimpong town, as, with two Subdivisions under it.
iv. North Electrical Circle, P.W.Dte., renamed from North Bengal Electrical Circle, P.W.Dte., at Jalpaiguri will have five P.W. Electrical Divisions under its administrative jurisdiction, namely
a. Alipurduar Electrical Division, P.W.Dte, head quarter at Alipurduar, a new electrical Division on creation. Two new Electrical Subdivisions on creation will be placed under it.
b. Coochbehar Electrical Division, P.W.Dte, head quarter at Coochbehar, as existing, with three electrical Subdivisions under it.
c. Jalpaiguri Electrical Division, P.W.Dte, head quarter at Jalpaiguri, as existing, with three electrical Subdivisions under it.
d. Darjeeling Electrical Division, P.W.Dte., head quarter at Siliguri town, as existing, with three electrical Subdivisions under it.
e. Kalimpong Electrical Division, P.W.Dte., head quarter at Kalimpong town, as existing with all two electrical Subdivisions under it.
v. Jalpaiguri Design Division is placed directly under Chief Engineer, North Zone, P.W.Dte., to look after all planning and design works under P.W. Directorate in the North Zone.
6. Reorganization of Offices under Chief Engineer, Central Zone, PW Dte.
i. Two Civil Circles namely Central Circle-I and Central Circle-II and one Electrical Circle, namely Central Electrical Circle, will be placed under Chief Engineer, Central Zone, P.W.Dte.
ii. Central Circle-I, P.W.Dte., located at head quarter Malda, renamed from Northern Circle, P.W.Dte. will have three P.W. divisions under its administrative jurisdiction, namely
a. Uttar Dinajpur Division-I, P.W.Dte., head quarter at Raigunj town renamed from existing Uttar Dinajpur Division, P.W.Dte., with three Subdivisions under it.
b. Uttar Dinajpur Division-II, P.W.Dte., head quarter at Raigunj town renamed from existing Raigunj Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of Northern Circle Social Sector, P.W.Dte., with all three Subdivisions exist under it.
c. Dakshin Dinajpur Division, P.W.Dte., head quarter at Balurghat as existing, with four Subdivisions under it.
iii. Central Circle-II, P.W.Dte., at Baharampore town, renamed from Central Circle, P.W.Dte., will have four P.W. Divisions under its administrative jurisdiction, namely
a. Murshidabad Division-I, P.W.Dte., head quarter at Baharampore town renamed from existing Baharampur Division-I, P.W.Dte., with all three Subdivisions under it.
b. Murshidabad Division-II, P.W.Dte., head quarter at Baharampore town, renamed from existing Baharampur Division-II, P.W.Dte., with all three Subdivisions under it.
c. Malda Division-I, P.W.Dte., head quarter at Malda town, renamed from existing Malda Division, P.W.Dte., and transferring it from the administrative jurisdiction of Northern Circle, P.W.Dte., with all three Subdivisions under it.
d. Malda Division-II, P.W.Dte., head quarter at Malda town, renamed from existing Malda Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of Northern Circle Social Sector, P.W.Dte., with three Subdivisions under it.
iv. Central Electrical Circle, P.W.Dte., located at head quarter Baharampore town, will have four P.W. Electrical divisions under its administrative jurisdiction, namely

Directorate in the Central Zone.
7. Reorganization of Offices under Chief Engineer, West Zone, PW Dte.
i. Two Civil Circles namely West Circle-I and West Circle-II and one Electrical Circle, namely West Electrical Circle will be placed under Chief Engineer, West Zone, P.W.Dte..
ii. West Circle-I, P.W.Dte., at Bardhaman, renamed from existing Western Circle-I will have four P.W. Divisions under its administrative jurisdiction, namely
a. Burdwan Division-I, P.W.Dte., head quarter at Bardhaman town, as existing, with three Subdivisions under it.
b. Burdwan Division-II, P.W.Dte., head quarter at Bardhaman town renamed from existing Burdwan Division Social Sector and transferring it from the administrative jurisdiction of Western Circle Social Sector, P.W.Dte., with all three Subdivisions under it.
c. Hooghly Division-I, P.W.Dte., head quarter at Hooghly town renamed from existing Hooghly Division, P.W.Dte., and transferring it from the administrative jurisdiction of Western Circle-II, P.W.Dte., with all three Subdivisions under it.
d. Hooghly Division-II, P.W.Dte., head quarter at Hooghly town renamed from existing Hooghly Division Social Sector and transferring it from the administrative jurisdiction of Western Circle Social Sector, P.W.Dte., with all three Subdivisions under it.
iii. West Circle-II, P.W.Dte., located at head quarter Durgapur town, renamed from Western Circle, Social Sector, P.W.Dte., and shifted from Bardhaman town, will have four P.W. divisions under its administrative jurisdiction, namely
a. Birbhum Division-I, P.W.Dte., head quarter at Suri town renamed from existing Birbhum Division, P.W.Dte., and transferring it from the administrative jurisdiction of Western Circle-I, P.W.Dte., with three Subdivisions under it.
b. Birbhum Division-II, P.W.Dte., head quarter at Suri town renaming the existing Birbhum Division Social Sector, with three Subdivisions under it.
c. Asansol Division-I, P.W.Dte., head quarter at Asansol town renamed from existing Asansol Division P.W.Dte., and transferring it from the administrative jurisdiction of Western Circle-I, P.W.Dte., with three Subdivisions under it.
d. Asansol Division-II, P.W.Dte., head quarter at Asansol town renamed from existing Asansol Division, Social Sector, with three Subdivisions under it.
iv. West Electrical Circle, P.W.Dte., at Hooghly renamed from Western Electrical Circle, P.W.Dte. will have four Electrical Divisions under its administrative jurisdiction, namely

i. Two Civil Circles namely South West Circle-I and South West Circle-II and one Electrical Circle, namely South West Electrical Circle will be placed under Chief Engineer, South West Zone, P.W.Dte..
ii. South West Circle-I, P.W.Dte., located at head quarter Medinipur, renamed from South Western Circle, P.W.Dte. will have five P.W. divisions under its administrative jurisdiction, namely

b. Paschim Medinipur Division-I, P.W.Dte., head quarter at Medinipur town, renaming the existing Midnapur Division, P.W.Dte., with three Subdivisions under it.

9. Reorganization of Offices under Chief Engineer, South Zone, PW Dte.
i. Six Civil Circles namely Presidency Circle, Eastern Circle, Bidhannagar Circle, Nabanna Circle, Southern Circle, Kolkata Health Circle and five Electrical Circles namely Presidency Electrical Circle, Kolkata Electrical Circle, Southern Electrical Circle, Health Electrical Circle and Eastern Electrical Circle will be placed under Chief Engineer, South Zone, P.W.Dte.
ii. Eastern Circle, P.W.Dte., located at head quarter Baguihati, North 24 Parganas will have five P.W. divisions under its administrative jurisdiction, namely
a. Nadia Divisional, P.W. Dte., head quarter at Krishnanagar town, renamed from Nadia Division, P.W.Dte., and transferring it from the administrative jurisdiction of Central Circle, P.W.Dte., with three Subdivisions under it.
b. Nadia Division-II, P.W. Dte., head quarter at Krishnanagar town, renamed from Krishnanagar Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of Southern Circle Social Sector, P.W.Dte., with three Subdivisions under it.
c. Barasat Division, P.W. Dte., head quarter at Barasat town, as existing, with three Subdivisions under it.
d. Barrackpur Division, P.W. Dte., head quarter at Barrackpur town, as existing, with three Subdivisions under it.
e. North 24 Parganas Division, P.W. Dte., head quarter at Barasat town renamed from North 24 Parganas Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of Southern Circle Social Sector, P.W.Dte. , with three Subdivisions under it.
iii. Bidhannagar Circle, P.W.Dte. located at head quarter Bidhannagar, Kolkata, will have three P.W. divisions under its administrative jurisdiction, namely
a. Bidhannagar West Division, P.W. Dte., head quarter at Bidhannagar, Kolkata, as existing, with four Subdivisions under it.

vii. Kolkata Health Circle, P.W.Dte. located at head quarter Kolkata, will have three P.W. divisions under its administrative jurisdiction, namely
a. Kolkata North Health Division, P.W.Dte. head quarter at Kolkata, as existing, with five Subdivisions under it.
b. Kolkata Central Health Division, P.W.Dte. head quarter at Kolkata, as existing, with three Subdivisions under it.

xi. Southern Electrical Circle, P.W.Dte., located at head quarter Kolkata, will have three P.W. Electrical divisions under its administrative jurisdiction, namely
a. Kolkata South Electrical Division, P.W.Dte, head quarter at Kolkata, renaming Electrical Construction Division, P.W.Dte., and transferring it from the administrative jurisdiction of Kolkata Electrical Circle, P.W.Dte. , with three electrical Subdivisions under it.
b. Alipore Electrical Division, P.W.Dte, head quarter at Kolkata, a new Electrical Division on creation. Three new Electrical Subdivisions on creation will be placed under it.

a. Kolkata North Health Electrical Division, P.W.Dte., head quarter at Kolkata, renaming existing North Kolkata Health Electrical Division, with three Subdivisions under it.
b. Kolkata Central Health Electrical Division, P.W.Dte., head quarter at Kolkata, renaming existing Central Kolkata Health Electrical Division, with three Subdivision under it.

xiii. 11. Reorganization of Offices in North Zone, PW (Roads) Dte.
i. Two Highway Circles namely North Highway Circle-I and North Highway Circle-II will be placed under Chief Engineer, North Zone, P.W.(Roads) Dte.
ii. North Highway Circle – I, P.W.(Roads) Dte., at head quarter Coochbehar, renamed from Northern Circle, Social Sector P.W.Dte., and shifted from Siliguri, will have three Highway divisions under its administrative jurisdiction, namely
a. Alipurduar Highway Division, P.W.(Roads) Dte., head quarter at Alipurduar town transferring it from the administrative jurisdiction of North Bengal Highway Circle, P.W.(Roads) Dte., with two existing Highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
b. Coochbehar Highway Division-I, P.W.(Roads) Dte., head quarter at Coochbehar town renaming the existing Coochbehar Highway Division, P.W.(Roads) Dte., and transferring it from the administrative jurisdiction of North Bengal Highway Circle, P.W.(Roads) Dte., with four Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
c. Coochbehar Highway Division-II, P.W.(Roads) Dte. head quarter at Mekhliganj town renaming the existing Teesta Bridge Construction Division, P.W.Dte., and transferring it from the administrative jurisdiction of North Bengal Construction Circle-I, P.W.Dte., with three Subdivisions under it.
iii. North Highway Circle-II, P.W.(Roads) Dte., at Siliguri renaming from the existing North Bengal Highway Circle will have three Highway Divisions under its administrative jurisdiction, namely
a. Jalpaiguri Highway Division-I, P.W.(Roads) Dte., head quarter at Jalpaiguri town renaming the existing Jalpaiguri Highway Division, P.W.(Roads) Dte., with three highway Subdivisions under it.
b. Darjeeling Highway Division-I, P.W.(Roads) Dte., head quarter at Siliguri town, renaming the existing Darjeeling Highway Division, P.W.(Roads) Dte., with two Subdivisions under it. In addition, one Highway Subdivision, on creation, will be placed under it.
c. Darjeeling Highway Division-II, P.W.(Roads) Dte., head quarter at Siliguri town renaming, the existing North Bengal Division, Social Sector, P.W. Dte., and transferring it from the administrative jurisdiction of Northern Circle, Social Sector, P.W.Dte., with two Subdivisions under it.
North Zone Bridge PIU, P.W.(Roads) Dte., at Siliguri town, a new establishment using the establishment of Northern Mechanical Division, State Highway Design & Planning Circle and Northern Highway Design Division-I, P.W.(Roads) Dte., is set up for condition survey, designing, construction and maintenance of bridges under jurisdiction of North Zone P.W.(Roads) Dte., and for their regular safety inspections under direct control of the Chief Engineer, Bridge Inspection and Monitoring Cell.
12. Reorganization of Offices in Central Zone, PW (Roads) Dte.
i. Two Highway Circles namely, Central Highway Circle-I and Central Highway Circle-II will be placed under Chief Engineer, Central Zone, P.W.(Roads) Dte.
ii. Central Highway Circle-I, P.W.(Roads) Dte. at head quarter Malda, renamed from Northern Highway Circle, P.W.(Roads) Dte. will have three Highway divisions under its administrative jurisdiction, namely
a. Uttar Dinajpur Highway Division-I, P.W.(Roads) Dte., head quarter at Raigunj town renamed from existing Uttar Dinajpur Highway Division, with three highway Subdivisions under it.
b. Uttar Dinajpur Highway Division-II, P.W.(Roads) Dte., head quarter at Islampore town renamed from existing Alipurduar Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of North Bengal Construction Circle-I, P.W.Dte., with three highway Subdivisions under it.
c. Dakshin Dinajpur Highway Division, P.W.(Roads) Dte., head quarter at Balurghat town as existing, with three Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
iii. Central Highway Circle-II, P.W.(Roads) Dte., at Baharampore, renamed from Central Highway Circle, P.W.(Roads) Dte. will have three Highway Divisions under its administrative jurisdiction, namely
a. Murshidabad Highway Division-I, P.W.(Roads) Dte., head quarter at Baharampore town, as existing, with three highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
b. Murshidabad Highway Division-II, P.W.(Roads) Dte., head quarter at Baharampore town, as existing, with three highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
c. Malda Highway Division, P.W.(Roads) Dte., head quarter at Malda town transferring it from the administrative jurisdiction of Northern Highway Circle, P.W. (Roads) Dte., with four Highway Subdivisions under it.
iv. v. The existing Northern Planning Division-II, P.W.(Roads) Dte., transferring it from the administrative control of State Highway Design & Planning Circle and shifting it from Siliguri town, shall be merged with the office of the Chief Engineer, Central Zone, P.W.(Roads) Dte.,
13. Reorganization of Offices under Chief Engineer, West Zone, PW(Roads) Dte.
i. Two Highway Circles namely, West Highway Circle-I and West Highway Circle-II will be placed under Chief Engineer, West Zone, P.W.(Roads) Dte.
ii. West Highway Circle-I, P.W.(Roads) Dte., at Bardhaman, renamed from Western Highway Circle-I, P.W.(Roads) Dte., will have four Highway Divisions under its administrative jurisdiction, namely
a. Burdwan North Highway Division, P.W.(Roads) Dte., head quarter at Bardhaman town, as existing, with four Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
b. Burdwan South Highway Division, P.W.(Roads) Dte., head quarter at Bardhaman town as existing, with four Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
c. Hooghly Highway Division-I, P.W.(Roads) Dte., head quarter at Hooghly town, transferring it from the administrative jurisdiction of Western Highway Circle-II, P.W.(Roads) Dte., with three Highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
d. Hooghly Highway Division-II, P.W.(Roads) Dte., head quarter at Hooghly town, transferring it from the administrative jurisdiction of Western Highway Circle-II, P.W.(Roads) Dte., with four Highway Subdivisions under it.
iii. West Highway Circle-II, P.W.(Roads) Dte., located at head quarter Durgapur, renamed from South Western Circle, Social Sector, P.W.Dte., and shifted from Midnapore town, will have three Highway divisions under its administrative jurisdiction, namely
a. Birbhum Highway Division-I, P.W.(Roads) Dte., head quarter at Suri town transferring it from the administrative jurisdiction of Western Highway Circle-I, P.W.(Roads) Dte., with three Highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
b. Birbhum Highway Division-II, P.W.(Roads) Dte., head quarter at Suri town transferring it from the administrative jurisdiction of Western Highway Circle-I, P.W.(Roads) Dte., with four Highway Subdivisions under it.
c. Asansol Highway Division, P.W.(Roads) Dte., head quarter at Asansol town transferring it from the administrative jurisdiction of Western Highway Circle-I, P.W.(Roads) Dte., with four Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
iv. West Zone Bridge PIU at Bardhaman town, a new establishment, using the establishment of Construction Division, Special Project, P.W.(Roads) Dte., along with three subdivisions under it, and Bhagirathi Bridge PIU, P.W.(Roads), is set up for condition survey, designing, construction and maintenance of bridges under jurisdiction of West Zone P.W.(Roads) Dte., and for their regular safety inspections under direct control of the Chief Engineer, Bridge Inspection and Monitoring Cell.
14. Reorganization of Offices under Chief Engineer, South West Zone, PW (Roads) Dte.
i. Two Highway Circles namely South West Highway Circle-I and South West Highway Circle-II will be placed under Chief Engineer, South West Zone, P.W.(Roads) Dte.

b. Paschim Medinipur Highway Division-I, P.W.(Roads) Dte., head quarter at Medinipur town, renaming the existing Mednipur Highway Division, P.W.(Roads) Dte. , with four Highway Subdivisions under it.
c. Paschim Medinipur Highway Division-II, P.W.(Roads) Dte., head quarter at Medinipur town renamed from existing Jhargram Division Social Sector, P.W.Dte., and transferring it from the administrative jurisdiction of South Western Circle Social Sector, P.W.Dte., with two Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
d. Purba Medinipur Highway Division-I, P.W.(Roads) Dte., head quarter at Tamluk town, renaming the existing Tamluk Highway Division, P.W. (Roads) Dte., with four Highway Subdivisions under it.
e. Purba Medinipur Highway Division-II, P.W.(Roads) Dte., head quarter at Tamluk town renamed from Resource Division, P.W.Dte., and transferring it from the administrative jurisdiction of the Chief Engineer, P.W. Dte., Head quarter , along with three Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
iii. South West Highway Circle-II, P.W.(Roads) Dte., located at head quarter Bankura town, renamed from Western Highway Circle-II, P.W.(Roads) Dte., will have four highway divisions under its administrative jurisdiction, namely
a. Bankura Highway Division-I, P.W.(Roads) Dte., head quarter at Bankura town, renamed from existing Bankura Highway Division, P.W.(Roads) Dte., with four Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
b. Bankura Highway Division-II, P.W.(Roads) Dte., head quarter at Bishnupur town, renamed from existing Bishnupur Division, P.W.Dte., and transferring it from the administrative jurisdiction of Western Circle-II, P.W.Dte., with three Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
c. Purulia Highway Division-I, P.W.(Roads) Dte., head quarter at Purulia town, renamed from existing Purulia Highway Division, P.W.(Roads) Dte., and transferring it from the administrative jurisdiction of South Western Highway Circle, P.W.(Roads) Dte., with three Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
d. Purulia Highway Division-II, P.W.(Roads) Dte., head quarter at Purulia town renamed from existing Hooghly Construction Division, P.W.Dte. and transferring it from the administrative jurisdiction of Western Circle-II, P.W.Dte., with three Subdivisions under it. 15. Reorganization of Offices under Chief Engineer, South Zone, PW (Roads) Dte.
i. Two Highway Circles namely Eastern Highway Circle, and Southern Highway Circle, will be placed under Chief Engineer, South Zone, P.W.(Roads) Dte.
ii. Eastern Highway Circle, P.W.(Roads) Dte. located at head quarter Baguihati, North 24 Parganas will have five Highway divisions under its administrative jurisdiction, namely
a. Nadia Highway Division-I, P.W.(Roads) Dte.,head quarter at Krishnanagar town, transferring it from the administrative jurisdiction of Central Highway Circle, P.W.(Roads) Dte., along with three Highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
b. Nadia Highway Division-II, P.W.(Roads) Dte.,head quarter at Kalyani town, as existing, with three Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
c. Barasat Highway Division-I, P.W.(Roads) Dte., head quarter at Bidhannagar town, as existing, with three Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
d. Barasat Highway Division-II, P.W.(Roads) Dte., head quarter at Barasat town, as existing, with three Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
e. Barrackpore Highway Division, P.W.(Roads) Dte., head quarter at Barrrackpore town renamed from existing Nadia Construction Division, P.W.Dte. and transferring it from the administrative jurisdiction of Central Circle, P.W.Dte. , with three Subdivisions under it.
iii. Southern Highway Circle, P.W.(Roads) Dte. located at head quarter Kolkata, will have four Highway divisions under its administrative jurisdiction, namely
a. South 24 Parganas Highway Division, P.W.(Roads) Dte., head quarter at Alipore, as existing, with three Highway Subdivisions under it. In addition one Highway Subdivision on creation will be placed under it.
b. Diamond Harbour Highway Division, P.W.(Roads) Dte., head quarter at Diamond Harbour town, as existing, with four Highway Subdivisions under it.
c. Howrah Highway Division, P.W.(Roads) Dte., head quarter at Howrah town, as existing, with three Highway Subdivisions under it. In addition two Highway Subdivisions on creation will be placed under it.
d. Sunderban Highway Division, P.W.(Roads) Dte., head quarter at Baruipur town, renamed from existing Kolkata Division Social Sector, P.W.Dte. and transferring it from the administrative jurisdiction of Southern Circle Social Sector, P.W.Dte., with four Subdivisions under it.
iv. South Zone Bridge PIU, P.W.(Roads) Dte., at Kolkata, a new establishment using the establishment of Highway Resource Division, P.W.(Roads) Dte. is set up, for condition survey, designing, construction and maintenance of bridges under jurisdiction of South Zone P.W.(Roads) Dte., and for their regular safety inspections under direct control of the Chief Engineer, Bridge Inspection and Monitoring Cell.
16. Central Establishments of PW (Roads) Dte. other than office of the Chief Engineers
The Public Works (Roads) Directorate will have the following establishment –
i. Bridge Planning Circle, as existing;
ii. Mechanical Division, P.W.(Roads) Dte., renamed from existing Southern Mechanical Division, P.W.(Roads) Dte.;
iii. Project Implementation Unit-II, P.W.(Roads) Dte.
iv. The Central Tender Unit, P.W.(Roads) Dte., renamed from PIU-I, P.W.(Roads) Dte.
v. Highway Planning & Safety Circle, P.W.(Roads) Dte., renamed from State Highway Planning Circle, P.W.(Roads) Dte., will have three Divisions under its administrative jurisdiction, namely
a) Central Planning Division-I, P.W.(Roads) Dte., renamed from existing Western Highway Planning Division-I, P.W.(Roads) Dte.
b) Central Planning Division-II, P.W.(Roads) Dte., renamed from existing Western Highway Planning Division-II, P.W.(Roads) Dte.
c) Road Safety Division, P.W.(Roads) Dte., newly created.
vi. Bridge Planning Circle, P.W.(Roads) Dte., will have five Bridge Planning Divisions under its administrative jurisdiction, namely
a) Bridge Planning Division-I, P.W.(Roads) Dte., renamed from existing Western Highway Design Division-I, P.W.(Roads) Dte.
b) Bridge Planning Division-II, P.W.(Roads) Dte., renamed from existing Western Highway Design Division-II, P.W.(Roads) Dte.
c) Bridge Planning Division-III, P.W.(Roads) Dte., renamed from existing Southern Highway Design Division-I, P.W.(Roads) Dte.
d) Bridge Planning Division-IV, P.W.(Roads) Dte., renamed from existing Southern Highway Design Division-II, P.W.(Roads) Dte.
e) Bridge Planning Division-V, P.W.(Roads) Dte, a new establishment on creation.
17. The posts and staff strength under the new as well as renamed establishments under P.W. Directorate and P.W.(Roads) Directorate, are detailed in Annexure- I & II respectively.
18. Consequent to re-organization of different establishments, services of all the existing Directorate cadres as well as circle cadres under the Public Works Department will be maintained separately along with the cadres of same directorate and circle respectively. However, posting in any particular Directorate/Circle cadre from other Directorate/ Circle due to this re-organisation shall be treated as deemed deputation. This would not adversely affect the seniority or promotion prospect of any Directorate/Circle staff in any manner. The following terms and conditions are to be maintained:
i) Existing promotional prospects and seniority of the employees in different cadres under existing directorates/ circles shall remain unaltered till the end of their service in the same directorate/ circle establishment as before the re-organization.
ii) The vacancies in the lending directorate/ establishment shall not be filled up.
19. Accounting implications of the establishments shifted and/ or transferred for such reorganization and re-jurisdiction will be in the following manner:
i) The name of the DDOs and the concerned treasury offices of different establishments newly renamed or re-organized under different offices created under PW Dte. is enclosed in a separate statement (Annexure-III)
ii) The transfer of Assets and liabilities of account of such re-structuring and re-jurisdiction will be maintained in the respective old establishment either renamed or shifted.
iii) Accounts of the outstanding balances under 8443-PW Deposit, Suspense, Closing balances etc. with the erstwhile Divisions will be brought forward in the account of respective same divisions either renamed or shifted.
iv) Submission of the pending CTIs/CTRs of the erstwhile Divisions will be taken up by the respective same divisions either renamed or shifted.
20. This entire restructuring exercise shall be completed by 30th April, 2020.
21. This issues with the concurrence of the Finance Deptt. vide their UO No. 1663 of Gr.-P2 dt. 22.11.2019 and approval from the State Cabinet communicated vide Cabinet Sectt. U/O No. CAB(D)-1463 dt. 27-11-2019.
