NOTIFICATION

The major concept in P.W.D.’s organizational framework is based upon the program delivery by separate directorates headed centrally by the Chief Engineers. Under the Chief Engineers the operational units are tired by Circles under which are Divisions, Sub-divisions and Sections are positioned. It has become very difficult for head of directorates to supervise functioning of the field units placed all over the state. No restructuring of the department has been taken place in a comprehensive manner since Independence.

2. Now, after careful consideration of the matter as a whole, the Governor is pleased in the interest of public service to restructure the engineering set up of different directorates under Public Works Department as follows-

3. The Public works Directorate and the Public Works (Construction Board) both basically perform similar functions viz. execution of works and buildings. To bring synergy between these two directorates under the same department, the directorate Public Works (Construction Board) along with its all staffs and assets will merged with Public Works Directorate. There would be only two directorates under Public Works Dept. namely Public Works Directorate and Public Works (Roads) Directorate in place of existing three directorates Public Works Directorate, Public Works (Roads) Directorate and Public Works (Construction Board). However seniority and promotion prospect of the existing cadres of Public Works (Construction Board) are to be maintained separately till all the present staffs of Construction Board directorate retire.

4. To improve the functional efficiency, total working jurisdiction of Public Works Department over the state will be split in three zones namely North Zone, West Zone and South Zone headed by Chief Engineers of the two directorates, Public Works Directorate and Public Works (Roads) Directorate. The zonal Chief Engineers would be responsible for execution and supervision of all works within their respective zones. Each zone would be a comprehensive unit with representative from all the wings of the directorate.

5. The North zone would comprise of the six districts – Coochbehar, Jalpaiguri, Darjeeling (excluding the GTA jurisdiction) Uttar Dinajpur, Dakshin Dinajpur and Maldah.

The West zone would comprise of the seven districts – Birbhum, Bardhaman, Bankura, Purulia, Hooghly, Paschim Medinipur and Purba Medinipur.

The South zone would comprise of the six districts – Murshidabad, Nadia, North 24 Parganas, South 24 Parganas, Howrah and Kolkata.

6. All the offices under the Public Works Department within the zone, entrusted for any particular work, are to report to the respective zonal Chief Engineer for work related matters and also consult Chief Engineer, Head Quarter of the respective wings in technical matters. The Zonal Chief Engineer will have the power for technical sanction of any project, administratively approved, within his zone and to act as chairman of the Tender Committee for any work within his zone. He will also have the power to transfer any staff to the rank of Assistant Engineer and below within his zone, with intimation to the cadre controlling authority. The Zonal Chief Engineers of P.W.Dte. are for coordinating the works and progress of various schemes related to the P.W.Dte. and also the deposit works from the social sector within his zone. The Chief Engineers may take necessary follow up action in respect to observations of quality control and audit technical and financial.

The zonal Chief Engineer Offices in P.W.Dte. and P.W.(Roads)Dte. will look after the planning works within the zone, contract and works management, workload generation promotion and use of innovative materials technology.

7. Apart from these Zonal Chief Engineers, Chief Engineer, Head Quarter and Planning in the two directorates and different wings under the two directorates will be functioning to plan, initiate, monitor different schemes of the State Government and to look after accounts & budgetary matters and inter-disciplinary coordination of projects wherever needed and the planning and design of the schemes taken up.

8. The Office of the Chief Engineer within the Public Works Department will be –

For P.W. Directorate

The Zonal Chief Engineers of P.W.Dte.-

i) Chief Engineer, P.W.Dte., North Zone, Govt. of West Bengal with its office head quarter at Jalpaiguri.

ii) Chief Engineer, P.W.Dte., West Zone, Govt. of West Bengal with its office head quarter at Durgapur.

iii) Chief Engineer, P.W.Dte., South Zone, Govt. of West Bengal with its office head quarter at Kolkata.

iv) Chief Engineer, Social Sector, P.W.Dte., Govt. of West Bengal renamed from the Chief Engineer, PW(CB) Dte. with all its existing office set up head quarter at Kolkata will look after the planning initiatives as well as monitor deposit works from the departments like School Education, Higher Education, Technical Education & Training, Mass Education Extension & Library, and Health & Family Welfare Department, Animal Resource Dept., Minority Affair & Madrasa Education Dept., Tourism Dept., Backward Class Dept., Youth Welfare Dept., Social Welfare Dept., Land & Land Reforms Dept. (integrated set up only), Home Dept. and Information & Cultural Affairs Dept. within the state. He will be the nodal officer for the works for the above mentioned departments will be functioning to plan, initiate, monitor different schemes of the State Government and to look
after accounts & budgetary matters and inter-disciplinary co-ordination of projects wherever needed and the planning and design of the schemes taken up.

v) Chief Engineer, Planning, P.W.Dte., Govt. of West Bengal with its office head quarter at Kolkata to look after the planning initiatives within P.W. Directorate. He will be the nodal officer for planning of works other than those entrusted to the C.E., Social Sector, P.W.Dte. and function as advisor to the State Government in this matter. He is to coordinate in survey, planning, design and in material planning for all the original works taken up in zonal level right from the conceptual stage with assistance from Chief Engineer, Electrical, Chief Government Architect, Superintending Engineer, Survey & Design Circle and Superintending Engineer, Building Implementation Cell.

vi) Chief Engineer, Head Quarter, P.W.Dte, Govt. of West Bengal with its office head quarter at Kolkata will act as Head of the Directorate for Public Works Directorate and will as cadre controlling authority of all the directorate cadres. He will act as nodal Officer in respect of monitoring of the projects other than those entrusted to the C.E., Social Sector, P.W.Dte., budget formulations, central material procurement, and looking after administrative matters. He is to assist Engineer-in-Chief/ Secretary/ Principal Secretary for holding coordination meetings for the works under execution in different zones and its financial progress.

vii) Chief Engineer, P.W. (Electrical)-I, Govt. of West Bengal with its head quarter at Kolkata to look after planning and technical matters related to electrical works in the head quarter level of P.W.Deptt.

viii) Chief Engineer, P.W. (Electrical)-II, Govt. of West Bengal with its head quarter at Kolkata to look after training and placement of the staffs related to the Electrical Wing of P.W.Deptt. He may act as cadre controlling for the staffs under electrical wing.

For P.W.(Roads) Directorate

The Zonal Chief Engineers of P.W. (Roads)Dte. are –

ix) Chief Engineer, P.W.(Roads) Dte., North Zone, Govt. of West Bengal with its office head quarter at Siliguri.

x) Chief Engineer, P.W.(Roads) Dte., West Zone, Govt., of West Bengal with its office head quarter at Durgapur.

xi) Chief Engineer, P.W.(Roads) Dte. South Zone, Govt. of West Bengal with its office head quarter at Kolkata.

xii) Chief Engineer, Planning P.W.(Roads) Dte., Govt. of West Bengal with its office head quarter at Kolkata will look after the planning initiatives within P.W. (Roads) Directorate. He will be the nodal officer for planning of works and function as advisor to the State Government in this matter. He is to co-ordinate in survey, planning, design and in material planning for all the original works taken up in zonal level right from the conceptual stage with assistance from Superintending Engineer, State Highway Planning Circle, Superintending Engineer, Bridge Planning Circle and Superintending Engineer, Design and Planning Circle.

xiii) Chief Engineer, Head Quarter, P.W. (Roads) Dte., Govt. of West Bengal with its office head quarter at Kolkata will act as Head of the Directorate for Public Works Directorate and may as cadre controlling authority of all the directorate cadres. He will act as nodal Officer in respect of monitoring of the projects, budget formulations, central material procurement, and looking after administrative matters. He is to assist Engineer-in-Chief/ Secretary/ Principal Secretary for holding co-ordination meetings for the works under execution in different zones and its financial progress.

xiv) Chief Engineer, National Highway Wing, P.W.(Roads) Dte., Govt. of West Bengal with its head quarter at Kolkata to look after works related to the National Highways and Central Road Fund/ Inter State Connectivity Projects and to Centrally sponsored/ Central sanctioned Schemes (if any) within the state from their conceptual stage to the end.

xv) Chief Engineer & Director, Road Building & Research Institute, Govt. of West Bengal to monitor all the works of R.B.R.l. related to quality assurance and training of all technical officers and staffs in the institute.

9. The posts and staff strength under the new establishments of Office of the respective Chief Engineer are as detailed in Annexure-I.

10. For such disassociation and unification of the existing set ups of different establishments, service of all the existing Directorate cadres as well as circle cadres under the Public Works Department will be maintained separately along with the cadres of same directorate and circle respectively. However, service of the number of posts in any particular Directorate/Circle cadre who get posted to other Directorate/ Circle due to this re-organisation shall be treated as deemed deputation. This would not adversely affect the seniority or promotion prospect of any Directorate/Circle staff in any manner. The following terms and conditions are to be maintained:

i) Existing promotional prospects and seniority of the employees in different cadres under existing directorates/ circles shall remain unaltered till the end of their service in the same directorate/ circle establishment as before the reorganization.

ii) The Vacancies in the lending directorate /establishment shall not be filled up.

iii) After retirement/ promotion or otherwise when any post will fall vacant in the lending establishment, the same will stand abolished.

11. Accounting implications of the establishments shifted and/ or transferred for such reorganization & re-jurisdiction will be in the following manner:

i) The name of the DDOs and the concerned treasury offices of different establishments newly renamed or re-organized under different offices created under PW Dte. is enclosed in a separate statement (annexure-II)

ii) The transfer of Assets and liabilities of account of such re-structuring and rejurisdiction will be maintained in the respective old establishment either renamed or shifted.

iii) Accounts of the outstanding balances under 8443-PW Deposit, Suspenses, Closing balances etc. with the erstwhile Divisions will be brought forward in the account of respective same divisions either renamed or shifted.

iv) Submission of the pending CTIs/CTRs of the erstwhile Divisions will be taken up by the respective same divisions either renamed or shifted.

12. This re-organization & re-jurisdiction will take effect from the 1st April, 2014. However the skeleton office would start functioning with immediate effect.

13. This has the concurrence of the Finance Deptt. vide their UO No. 473 of Gr.-P2 dt. 03.03.2014 and approval of the Hon’ble Chief Minister for mentioning before the Cabinet.
