COSA (Computerization of Salary Account), which assures accuracy and timeliness in the generation of Pay Bills, Schedules is now Obsolete.
Reserve Bank of India, Department of Government & Bank Accounts, Central Office, Mumbai has from time to time authorised the following Banks to conduct State Government Business in West Bengal.
Governor is pleased to prescribe the following guidelines for implementation of e-Payment in the State Government Offices:- e-Payment is Mandatory for all types of Government Payments.
Grant-in-aid salary bills of non-Government aided Secondary Schools/ Madrasahs generated through On-line salary management system (OSMS) of School Education Department of the State Government shall be accepted in the Treasury/ PAO.
Top most priority should be given by all concerned for implementation of COSA software package for drawal of Grant-in-Aid Salary Bills latest by the 30th September, 2014.
For timely preparation of accurate salary bills and also with a view to building up a comprehensive employees’ database, implementation of COSA is mandated.
Payment of salary to employees may be made through e-payment of salary scheme, 2009 i.e. ePS Scheme to ensure transparency and to avoid delay.
Upload the COSA salary files (for each bill two files like bill summary file and other is personal detail file) for the month of April, 2015. After uploading successfully a Reference no. will be generated.
Allow payment of salary in cash of State Govt. employees who fail to furnish bank particulars to respective DDO up to month of November, 2011 until ePS Scheme.
Head of Offices/ DDOs who have already implemented the COSA package are not paying the bills of WEBEL for supply of computers and the bills of Vendors selected by this Department for installation of COSA software.
The Collector will sub-allot the fund to the Sub-Divisional Officers for payment of the charges to the vendors implementing COSA package in the offices of the DDO.
