6: No. There is no provision of taking study leave in primary school. Here is the latest leave rule for primary teachers.

7: DPSC is responsible for teacher recruitment, transfer, promotion, leave, salary/ benefits disbursement, etc of the primary school teachers. Now DPSC may take said resolution but DPSC must seek approval from the WBBPE. Then its legal.

18: 1) Younger brother is not considered as family member. However Govt. considered and decided that younger brother may be a family member in some special circumstances, e.g. must reside with you. etc.
3) Sure. You can add or delete the name of beneficiaries at any time.

18: 1) No. As mother gets family pension above Rs. 3500/ p.m., she will not be considered as a dependent family member.
2) She is not eligible to enter into WBHS Scheme. Please verify with the latest order for Pensioner.

This order is only applicable for ~~FY 2011-12~~ FY 2010-11. But I think separate order will be issued prior to July, 2012.
