3: As per Rule 14.1 of Agreement of West Bengal Health Scheme 2008, "All bills and papers related to the beneficiaries treatment shall be handed over in original along with the necessary counter signatures by the authorised persons."
As per Rule 15.1, "If any dispute or difference of any kind whatsoever (the decision whereof is not herein otherwise provided for) shall arise between the Authority of the WBHS 2008 and the Hospital/ Diagnostic Centre upon or in relation to or in connection with or arising out of the Agreement, shall be referred to for arbitration by the Director of Medical Education, West Bengal, who shall give written award of his decision to the Parties. The decision of the Director of Medical Education, West Bengal shall be final and binding. The provisions of the Arbitration and Conciliation Act, 1996 (26 of 1996) shall apply to the arbitration proceedings. The venue of the arbitration proceedings shall be at Kolkata."
So just start a discussion with the Nursing Home authority that you are going to act as per the said rule and going to take legal action. Always keep received copy of your application as a proof.
By the by, you may also contact Medical Cell at Writer’s Buildings for necessary guidance in this regard. Enter Writer’s Buildings through Gate No. 1, and then at the Ground Floor you can find ‘Medical Cell’.

2: No. he is not eligible to get the bonus. As he exceeds Rs. 20,000/- p.m. from June 2010, which is not within 6 month of March 2011, he will not any bonus.

1: This is also applicable for Teachers. But I think the (Basic Pay + Grade Pay + Dearness Allowance) exceeds Rs. 20,000/- p.m. in case of teachers. So they are not eligible to get the bonus.

This is applicable for all the state aided organizations. Likewise schools are also falling under the purview of this order.

This is very unfortunate. What is the objection regarding the 2nd arrear bill? What is the status of the bill at present? At first bring to the notice of your higher authority about the fact in written form. As such, do not forget to keep evidence (Received copy)of your communication. If no response within a fortnight then a give a reminder with a copy to the next higher authority. Mention the urgency of the money before Durga Puja very strongly and give a reason accordingly. Your move should be desperate and polite as well.

Wife or Husband is one family member in relation to an employee under West Bengal Health Scheme. Medical benefit is extended to the employee as well as to the family members. If a Govt. employee is enrolled under this Scheme the wife/ husband of that employee is one beneficialry; no matter she/ he is working or not. If working to a Govt./ Govt. Aided School M.A. is admissible to her /him.

At present they will get 50% arrear. Separate order is expected to be published within December 2011 regarding this.
