For every department and every cadre, there should be a transfer policy of the employees / officers. This policy should be strictly maintained and should be transparent. Any violation of policy may brought to the notice of Competent authority.

General Transfer of School Teachers going through B. Ed Course

The teachers going through the B.Ed course or have completed their course recently shall have the equal right to get the benefit of West Bengal School Service Commission (General Transfer) Rules, 2013, if, he or she eligible to get such benefit as per the said rule.

Sir,

I have been directed to inform you that two Notices in connection with the above matters have already been published at our website vide Memo No. 165/5277/CSSC/ESTT/2014 Dated 20/01/2014 & 219/5277/CSSC/ESTT/2014 Dated 30.01.2014.

In this connection, I am further directed to let you inform that in the said notice it has been mentioned that General Transfer may be availed by the Assistant Teachers of the Non Govt aided schools. However, considering the recent development of conversion of the Non Govt. aided schools into Govt sponsored schools, I am directed to request your kind self to inform all the authority concerned under your control regarding the General Transfer enclosing the Notices as mentioned above with a clarification to the effect that, General Transfer shall also be provided to the Teacher of the Non Govt. aided school and Govt. Sponsored school as well, to which Assistant Teachers/HM/Non Teaching Staff is selected through West Bengal School Service Commission, are entitled to get benefit of West Bengal School Service Commission (General Transfer) Rules, 2013.

West Bengal School Service Commission (General Transfer) Rules, 2013 is the latest Rule in regards to the service condition of Teaching & Non Teaching staff of Non Govt. aided schools & sponsored schools under Govt. of West Bengal hence, the criteria and other conditions of the same shall have the preference over the other related Rules like B.Ed candidates, obligation for serving the institution for a particular time. Therefore, the teachers going through the B.Ed course or have completed their course recently shall have the equal right to get the benefit of West Bengal School Service Commission (General Transfer) Rules, 2013, if, he or she eligible to get such benefit as per the said rule.

NOC for General Transfer in Central School Service Commission

All concerned authorities are directed to issue NOC in favour of an eligible candidate for General Transfer without any pre concept or biasness or any misconception regarding West Bengal School Service Commission (General Transfer) Rules, 2013.

PUBLIC NOTICE

In Continuation of our earlier notice regarding General Transfer vide Memo No: 165/5277/CSSC/ESTT/2014 dated 20/01/2014, it is hereby being informed for the concerned candidates eligible for General Transfer and the authorities competent to grant No Objection Certificate (NOC) in this respect that a lot of complaints are being received by the West Bengal Central School Service Commission that the eligible candidate are being harassed, or not being allowed to get the NOC for which they are eligible as per West Bengal School Service Commission (General Transfer) Rules, 2013.

In this circumstances and facts mentioned above, the undersigned has been directed to inform all the competent authorities to issue NOC in favour of an eligible candidate for General Transfer without any pre concept or biasness or any misconception regarding the rule concerned. It is, further, hereby clarified that the person concerned to allow NOC shall be held responsible if any person/teacher is being deprived of the facilities of General Transfer as provided by the School Education Department, Government of West Bengal. The rule concerned, i.e. The West Bengal School Service Commission (General Transfer) Rules, 2013 is the final guideline regarding allowing General Transfer for eligible teachers superseding any other related rule by which the service condition of teachers and non-teaching staff of Non Govt. aided schools of Govt. of West Bengal is governed.

Note :

As per rule, only 25% of the existing staff of a particular institute can apply for General Transfer, subject to eligibility of other criteria strictly as per seniority. If it happens that a particular Assistant Teacher being in the 25% of Senior Teachers does not prefer to apply after getting the NOC from the competent authority for not having any school offered at the list of vacancy for General Transfer as per his/her choice, he must have to inform the competent authority that means the H.M. of the concerned school within 7 (seven) days of the time limit given for Log in to the list of schools and apply for General Transfer, that he/she will not prefer to file application for General Transfer this year.

On receipt of such communication from the concerned teacher, the H.M. of the concerned school shall then allow the next senior teacher of the school, if he/she is interested for General Transfer and issue a NOC in this regard, so that the person can get the opportunity of General Transfer. In such case, NOC can be issued to the next senior most teacher strictly in accordance to Rule during 18th Feb, 2014 to 25th Feb, 2014. to allow the person to file application for General Transfer.

After 25th Feb, 2014 as stated above, if again it is found that any teacher is not being interested to apply for General Teacher for not having any school of his/her choice, then the H.M. of the concerned school shall allow next senior most teacher to apply for General Teacher and shall issue a NOC in favour of such teacher. This process may continue upto 5th March of 2014.

If it happens that any teacher after getting NOC is not willing to prefer General Teacher for any cause, whatsoever, the teacher concerned should inform the H.M. of the concerned school to that effect within 7(seven) days from 11th Feb, 2014 or the date of issue of NOC in favour of him/her during any days from 18th Feb, 2014 to 5th March, 2014, otherwise such teacher shall not be allowed to apply for General Transfer in next five years, subject to the discretion of the West Bengal Central School Service Commission.

Notice for advertisement of General Transfer of Assistant Teachers working at Non Govt. aided schools of Govt. of West Bengal is hereby published today on 20th January, 2014 as per West Bengal School Service Commission (General Transfer) Rules, 2013. Eligible and interested candidates are hereby requested to act as per following instruction step by step for his/her successful submission of application Seeking General Transfer.

Step 1 :- Interested candidates seeking General Transfer should first take NOC from his/her competent school authority/ HM as per Proforma 1 . This process to be completed within January 25/01/2014 to 10/02/2014.

Step 2 :- On receipt of NOC as stated above, concerned candidate has to purchase draft from SBI and put correct spelling of his/her Name /Father’s Name, Contact No.(Mobile/ Land Line No.) and Draft No. and Bank Branches Name from which the Draft has been purchased by the candidate. For making entry of draft detail as stated above, please click draft detail entry. After successful completion of the process , candidates will be given Login ID. Please take a print out of the Login ID. This process has to be completed during 11th Feb, 2014 to 10th March, 2014.

Step 3 :- Please Login our domain at www.westbengalssc.com for submission of Application (Part-I). All the fields have to be carefully filed up, for which please click application form generation. After successful submission of data at the required field, an application for General Transfer (Part-A) will automatically be generated. Candidate has to take print out of the Part- A and to send at West Bengal School Service Commission through Proper Channel – HM —> DI —> Regional SSC Office —> WBCSSC Office.

Step 4 :- Pre-defined/ Structured Form of Part – B (Preference of Vacancy of the Candidates) is available here. Please click Part – B of General Transfer application. Get a print out of the same and put your choice of Preference of Vacancy only by means of the Unique Code generated for this purpose. This is introduced for the competitive interest of the candidates

Step 5 :- Please put your Part – A and Part – B of your application in a single envelop and make it sealed. After that please put the sealed envelop as stated above and draft purchased as application fee in a little bit bigger envelop.

Please seal the bigger envelope containing draft and Application form (Part-A and Part-B) of General Transfer and send it to the Central Commission through Registered Mail / Registered Courier Mail / Registered Speed Post / By hand at Central Commission’s Office and get a receipt as proof of submission of your application. Kindly note that this will be treated as an advance copy of your application.

Step 6 :- List of Vacancy category wise, Gender wise, Subject wise, District wise shall be available at Commission website and candidate will be able to login/ or to see the list at net only after submission of application at internet without signature and through valid Login ID, which will be available for the candidates as mentioned in Step – II , during 1st March,2014 to 31st March 2014 .

This is a top most priority service of Govt. W.B. and West Bengal Central School Service Commission as well, for the Teachers working at Non-Govt. aided Schools under Govt. of W.B., and allow us few processing time for creating a conducive ambience in school education arena of W.B.
