NOTIFICATION

WHEREAS, ‘Samajik Suraksha Yojana, 2017’ (hereinafter refer to as SSY), a social security Scheme for the unorganised workers of West Bengal including Construction workers and Transport workers was introduced in the State of West Bengal with effect from 01.04.2017 vide Notification No. labr./257/(LC-LW)/LW/5M-112/16 dated 03.04.2017, as published in the Kolkata Gazette, Extra-Ordinary on 06.04.17 with the concurrence of the Finance Department vide their UO No. Group L-/2016-1017/0105 dated 21.03.2017 and with the approval of Cabinet being No. 335 dated 17.04.2017 after integrating and converging the erstwhile five different Social Security Schemes being implemented by the Labour Department, Government of West Bengal.

AND WHEREAS, for getting Provident Fund benefit under SSY, each eligible worker is to contribute a sum of Rs. 25/- per month and the State Government gives a matching grant of Rs. 30/-against worker’s contribution.

AND WHEREAS, the question of providing Provident Fund benefit under Samajik Suraksha Yojana, 2017 without collecting any contribution from the large number of registered workers of the State without curtailing any other benefits was under active consideration of the Government.

AND WHEREAS, after careful consideration, the Government has decided to waive Rs. 25/- (Rupees Twenty Five) collected as contribution from registered Workers towards availing Provident Fund benefit under SSY.

NOW THEREFORE, in exercise of power conferred by clause 11 of ‘SSY’, the Governor is pleased to amend the SSY in the following manner: –

1. clause 8.1 of the SSY shall be substituted in the following words: –

8.1 PROVIDENT FUND

This is a form of income security fund into which State Government will pay the entire contribution including the contribution of beneficiary along with interest on that amount. The money in the fund will be finally paid to the beneficiary on attaining the age of 60 years after which normally a beneficiary becomes unable to earn income. The State Government introduced Provident Fund scheme for unorganised workers in the year 2001 and thereafter continued under the scheme of SSY. Now, it aims to provide the similar benefits without collecting any contribution from the beneficiary

(a) The State Government henceforth will pay the contribution of beneficiary amounting to Rs. 25/- along with matching grant of Rs. 30/- against such beneficiary’s contribution, totalling Rs. 55/- per beneficiary per month.

(b) The State Government will bear the interest payable annually at the rate at which interest is allowed on deposit under the General Provident Fund by the Government from time to time.

(c) On attaining of the age of 60 years, or discontinuance as a beneficiary under the Scheme, or in the event of the account becoming inoperative due to death, the total cumulative amount along with interest will be refunded to the beneficiary, or his/her nominee(s).

2. The words and figures “SAMAJIK SURAKSHA YOJANA, 2017 (SSY)” shall be substituted by the words ‘BINAMULYA SAMAJIK SURAKSHA YOJANA (BM-SSY)’, wherever they occur.

All other clauses of SSY shall remain unchanged.

Necessary amendments in the “Samajik Suraksha Yojana (Rules & Regulations), 2017” will be made in due course.

This Notification is issued with the concurrence of the Finance Department vide their U.O.No. Group-L/ 2020-2021/0003 dated 04.05.2020.

The ‘Bina Mulya Samajik Suraksha Yojana (BM-SSY)’ will be effective from 1st April, 2020.
