Chaa Sundari – New Housing Scheme in West Bengal

A new housing scheme named ‘Chaa Sundari’ under which the West Bengal Government is providing funds for construction of dwelling units to the permanent tea garden workers who do not posses pucca houses.

NOTIFICATION

With the objective of providing housing facilities to the permanent tea garden workers who do not posses pucca houses of their own due to poor economic condition, the State Government of West Bengal introduced a new housing scheme named ‘Chaa Sundari’ under which the State Government is providing funds for construction of dwelling units. The Finance Department, Group N, Budget Branch gave concurrence to the same and opened a new Scheme Head under the State Development Schemes (SDS) vide U.O. No. 1824 dated 25/09/2020.

Accordingly, the district authorities started field verification in the tea gardens as per the lists forwarded by Labour Department to get clear assessment about the required number of new houses to be constructed as per the gap analysis and demand. Joint survey teams comprising of the officials of Housing Department, Labour Department and District Administration have completed the survey work of the lands of the tea gardens identified by the concerned District Magistrates.

3. Now, the Governor of West Bengal is hereby pleased to authorise District Magistrates & Collector for issuance of allotment letters in the format attached in “Annexure-A” to the eligible beneficiaries from the verified list of permanent tea garden workers and as per the lands identified, with the right to dwell observing the terms and conditions as laid down in the allotment letter.

The respective District Magistrates will prepare the verified list of permanent tea garden workers, site layout wise, duly confirmed and authenticated by the concerned officials of Labour Department as regards eligibility for getting benefit under the ‘Chaa Sundari’ Housing Scheme. The Allotment letters will then be delivered to such eligible beneficiaries from the end of the respective District Magistrate & Collector.

4. The format of the allotment letter has been prepared by Housing Department in consultation with L&LR Department.

5. This is issued with concurrence of Finance Department vide their U.O. No. Group-F/2020-2021/0075 dated 18/01/2021 and has approval of the State Cabinet, Government of West Bengal vide Cabinet Sectt. U/O No. CAB(D)-1772 dated 25/01/2021.
