MEMORANDUM

A number of proposals for awarding different service benefits to the employees of the Government of West Bengal and reorganizing the cadre of different Services of Government of West Bengal through creation of some posts were under consideration of the Government for sometime past.

Now, the undersigned is directed to say that after careful consideration, the Governor has been pleased to decide the following:

A. Amendment of tenure of awarding Modified Career Advancement Scheme, 2001 from 8 years, 16 years and 25 years to 8 years, 15 years and 24 years of service without changing other existing criteria;

B. Creation of following additional posts under Common Cadre Wing and of West Bengal Secretariat Service (WBSS) over and above the existing cadre strength of each cadre under Personnel & Administrative Reforms Department-

i) Section Officer under Common Cadre Wing – 130 posts;
ii) Officer on Special Duty/ Registrar/ Special Officer under WBSS – 92 posts;
iii) Assistant Secretary under WBSS – 38 posts;
iv) Deputy Secretary under WBSS – 36 posts;
v) Joint Secretary under WBSS – 10 posts;
vi) Additional Secretary/ under WBSS – 10 new posts and to be filled up by Officers who will complete minimum of 02 (two) years of service as Joint Secretary;

C. Creation of following additional posts as mentioned at column 2 to 5 of 4 (four) different State Engineering cadres under different Departments –

The post of Superintending Engineer, (Selection Grade) will be re-designated as Senior Superintending Engineer.

This is issued with the concurrence of Finance Department vide their U.O. No. 67 – Group P2 dated 04.08.2023.
The State Cabinet has approved the above decisions in its meeting held on 07.08.2023 vide No. 726 dated 10.08.2023.
Respective departments shall issue detailed orders for effective implementation of the decisions mentioned above in consultation with Finance Department.
