Administrative Departments/ Controlling Authorities may now make allotment of fund relating to Non-Plan expenditure up to Budget provision of the Financial year 2013-14.

The Administrative Departments may ensure before releasing any fund on these accounts that the previous released amounts have been substantially utilized, so that the moneys do not remain idle in the bank accounts.
Bonus/ Ex-gratia to Employees of Public UT, 2012-13
Employees of Public Undertakings may be allowed to draw an ex-gratia grant of Rs. 2,600/- per head provided their revised emoluments did not exceed Rs. 22,000/- per month.
Grant of Interest Free Festival Advance, 2013
West Bengal Government employee if applies for Interest-free festival advance, may be granted an advance up to a maximum of Rs. 2,500/- only.
Grant of Ad-hoc Bonus to State Govt. Employees for 2012-13
State Government employees whose revised emoluments did not exceed Rs. 22,000/- per month as on 31.03.2013 will be entitled to ad-hoc bonus at the rate of Rs. 2,600/- per head.
Engagement of Software Personnel in e-Governance Project on Temporary Basis
Engagement of Software Personnel for a project shall be assessed by the concerned HOD/ Directorate in consultation with NIC or IT Department.
Guidelines for Issuing LOC of Deposit Works – Unspent Balance
LOC Issuing Authority shall approach their respective Administrative Department for issuing sanction order authorising them to issue LOC against the balance unspent amount.
Further Measures to Facilitate COSA implementation
A few DDO’s are yet to start generation of salary bills through COSA. They are allowed to submit salary bills in hard copies upto August, 2013.
