ORDER
SUFAL BANGLA project being funded under RKVY was reviewed on 13-02-2015. From progress of the project it appears that the project components have not been delivered in time. Physical & financial progress reports are not being furnished to this department in time. The statement of expenditure for the phase – I ended on 31-12-2014 have not been furnished. It seems that Paschim Banga Agri. Marketing Corporation Ltd. (PAMCL) has inherent limitations in implementing the above project.
Under the circumstances it is advised that a separate Project Management Unit (PMU) be constituted in the Department of Agriculture with officers and consultants drafted from the Directorate of Agricultural Marketing. Sri Goutam Mukherjee, Dy. Director of Agriculture Marketing shall act as the Project Director, SUFAL BANGLA.
A separate bank account (SB account) to be opened in the name of Project Director, SUFAL BANGLA. The existing bank account, opened for SUFAL BANGLA by the Paschim Banga Agri. Marketing Corporation Ltd. (PAMCL), shall be closed and all the available balance to be transferred to the new bank account of Project Director immediately. All claims and liabilities on account of SUFAL BANGLA shall now be transferred to the Project Director, SUFAL BANGLA.
This shall act with immediate effect.
