MEMORANDUM
Delegated financial power of the Administrative Departments for according Administrative Approval and Financial Sanction of new projects/ schemes with concurrence of Financial Advisor of the Department as well as revision of existing projects/ schemes was notified during the financial year 2021-22 under this Department Memorandum no. 1971-F(Y) dated 30.06.2021 as part of the austerity measures adopted during the second wave of COVID-19 pandemic.
As the impact of COVID-19 has subsided to a large extent, relaxation of the restrictions imposed on expenditure towards new schemes/ projects or revision of existing schemes/ projects has been under active consideration of the Government.
With a view to expediting the execution of projects of the different Government departments, the Governor is pleased to revise as follows the delegated financial power of the Additional Chief Secretary/ Principal Secretary/ Secretary in charge of the Administrative Departments for according Administrative Approval and Financial Sanction of new projects/ schemes as well as revision of existing projects/schemes with concurrence of Financial Advisor of the Department:

However, the Administrative Departments will accord AAFS/ revised AAFS only after considering their respective Budget Provisions. This order shall take immediate effect.
