NOTIFICATION

In exercise of the power conferred by sub-section (1) of the section 21, of the West Bengal State Health Service Act, 1990 (West Ben. Act VII of 1990), the Governor, in supersession of all earlier rules made on the subject, is pleased hereby to make the following rules regulating the method of recruitment to the post of Medial Officers [General Duty] and Medical officers [Specialist] in the cadre of West Bengal Health Service:-

Rules

1. Short title, commencement and application

(1) These rules may be called the West Bengal Health Service Recruitment to the posts of Medial Officers [General Duty] and Medical officers [Specialist] Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

(3) This shall apply to the following posts included in the cadre of West Bengal Health Service:-

(a) Medical Officer (General Duty), and

(b) Medical Officer (Specialist).

2. Mode of Recruitment

Subject to the provisions of the West Bengal State Health Service Act, 1990 (West Ben. Act VII of 1990), recruitment to all posts, mentioned in sub-rule (3) of rule 1 of these rules, shall be made in the following manner:-

(I) Name of the post: Medical Officers (General Duty):

(a) Method of recruitment: By Selection (direct recruitment) through the West Bengal Health Recruitment Board.

(b) Qualifications:

(i) MBBS degree included in the First Schedule or Second Schedule or Part-II of the Third Schedule of the Indian Medical Council Act, 1956 (102 of 1956) and Registration as Medical Practitioners in the Medical Council of India or any State Medical Council provided that the candidates, if selected and appointed, must Register their name in the West Bengal Medical Council within six months of joining the West Bengal Health Service;

(ii) Age:- Not more than 32 (thirty two) years on the 1st day of January of the year of Advertisement for ordinary medical graduates and 40 (forty) years for those possessing postgraduate qualifications, relaxable for 2 (two) years for otherwise well qualified and experienced candidates:

Provided the age relaxation may be given to such doctors who have served under this State Government, to an extent equivalent to the period of such regular service, subject to a maximum of 5 (five) years;

Provided further that age relaxation may be given to such doctors who have served under this State Government, on contractual basis, to an extent equivalent to the period of such service, subject to a maximum of 3 (three) years;

Provided further that age may also be relaxable by 5 (five) years for the candidates belonging to the categories of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen as per Government rules or orders for the time being in force.

(II) Name of the post: Medical Officers (Specialist):

(a) Method of recruitment: By selection (direct recruitment) through the West Bengal Health Recruitment Board, departmental candidates being eligible to apply;

(b) Qualifications for direct recruitment:

(i) MBBS degree included in the First Schedule or Second Schedule or Part-Il of the Third Schedule of the Indian Medical Council Act, 1956 (102 of 1956) with a recognized and requisite Postgraduate qualification in the respective speciality and registration as Medical Practitioners in the Medical Council of India or any State Medical Council provided that the candidate, if appointed, must Register his name in the West Bengal Medical Council within six months of joining the West Bengal Health Service;

(ii) Age:- Not more than 40 (forty) years on the 1st day of January of the year of Advertisement, relaxable for 2 (two) years for otherwise well qualified and experienced candidates:

Provided the age relaxation may be given to such doctors who have served under this State Government, to an extent equivalent to the period of such regular service, subject to a maximum of 5 (five) years;

Provided further that age relaxation may be given to such doctors who have served under this State Government, on contractual basis, to an extent equivalent to the period of such service, subject to a maximum of 3 (three) years;

Provided further that age may also be relaxable by 5 (five) years for the candidates belonging to the categories of Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen as per Government rules or orders for the time being in force.

3. Saving and Validation

Any action taken or appointment made in terms of the different rules and orders of the State Government in force prior coming into effect of these rules, in any manner other than those specified in these rules, but subject to the provisions contained under the West Bengal State Health Service Act, 1990 (West Ben. Act VII of 1990), shall not be invalidated after coming into force of these rules.
