Financial Adviser (to be filled up by an officer in the rank of Special Secretary or Joint Secretary) has been introduced in the following six departments.

Special Pay of Head Estimator under rule 5 of WBSR – I
The special pay for Head Estimators under the rule 5(33)(b) of WBSR Pt. I, shall be revised to Rs. 120/- p.m. w.e.f. 01.01.86 in relaxation of provisions under WBS(ROPA) Rules, 90.
Transfer and Posting Policy of Sub-Assistant Engineers
Orders of Routine transfer shall normally be issued at the end of November or early part of December so that joining a new place of posting is completed by 10th January of the next year.
Cost of Other Tender Documents in respect of Public Works
Governor is pleased to lay down, in suppression of all previous orders in the matter, the following scale for determining the cost of other Tender Documents in respect of the public works:
Transfer Policy of Assistant, Executive, Superintending Engineers
An Officer having 5 years or more at the same Head Quarters will be liable to transfer to another Zone but after completion of 3 years at the present places of posting.
Transfer Policy of Sub-Assistant Engineers
Transfer Orders of S.A.E.s posted in the Public Works/ Public Works (Roads)/ Housing Directorate are to be made by the CE or Additional Chief Engineer.
Broad Band connection or Data Card for all SEs and EEs
Governor is pleased to allow Broad Band connection for all the Superintending and Executive Engineers with the existing telephone line or a data card for official use, the maximum charge for which should not exceed Rs. 750/- only per month.
Redesignation of Technical Posts (Duties & Responsibilities)
Governor is pleased to change/ revise of Pay Scales of certain technical posts meant for the maintenance and repairing works and also to redesignate the existing posts.
Functions of the Tender Committee – Public Works Rules 1987
Tender Committee was required to evaluate the tender in respect of work estimated to cost more than Rs. 50 lac (enhanced limit) on the cost of which may exceed the estimated amount by 3%.
Illumination of Roads and Bridges Constructed by P.W. (Roads)
Lighting arrangement on the roads & bridges under P.W. (Roads) Department may be taken up by this Department as one-time installation work.
