Memorandum
Subject: Introduction of facility for online payment to utility Service Providers WBSEDCL, CESC Ltd., BSNL (CTD) & BSNL (WBTC) by Deposit Accounts Administrators (Online PL) through seamless integration with IFMS
At present the facility for online payment of bills of utility service providers WBSEDCL, CESC Ltd., BSNL (CTD) & BSNL (WBTC) are available to all DDOs across the State of West Bengal introduced through seamless integration between the portals of IFMS and such utility service providers vide Finance Department Memorandum Nos. 912-F(Y) dated 17/02/2016, 2475-F(Y) dated 06/05/2016, 3891-F(Y) dated 25/07/2016 and 5142-F(Y) dated 28/09/2016.
However online payment of bills of such utility service providers from Deposit Accounts (Online PL) through portal to portal seamless integration was not under scope of Finance Department Memorandum No. 8060-F(Y) dated 26/11/2015 and was therefore under active consideration of the Government for sometimes past.
Considering the utility of introducing such feature, the Governor is now pleased to allow the online payment of bills of utility service providers like WBSEDCL, CESC Ltd., BSNL (CTD) & BSNL (WBTC) from Deposit Accounts through seamless integration between portals of IFMS & Utility Service Providers in Online PL module of IFMS as well.
All other modalities stated in Finance Department Memorandum Nos. 912-F(Y) dated 17/02/2016, 2475-F(Y) dated 06/05/2016, 3891-F(Y) dated 25/07/2016 & 5142-F(Y) dated 28/09/2016 shall remain unchanged and similar to the ones for DDOs.

This order shall take immediate effect.
Necessary amendments in WBTR will be made in due course.
