NOTIFICATION
Sub: Release of Arrear DR under ROPA 2009 to the State Government Pensioners/ Family Pensioners drawing Pension/ Family Pension from Banks in KMC Area
The State Government has issued Notification No. 997-F(P2) dated 13.03.2026, read with Notification No. 1909-F(P2) dated 29.05.2026, related to payment of Arrear Dearness Relief (DR) to the State Government Pensioners/ Family Pensioners.
- It is seen that the DR Arrears of the Pensioners residing in Kolkata Municipal Corporation (KMC) Area are pending due to non-availability of the details of past pension disbursements that are maintained by concerned Banks.
- Now, in order to expedite the disbursement of DR Arrears and provide the pensioners some relief in the interim period till the receipt of requisite validated details from Banks of past disbursements, the State Government, in partial modification of No.(v) of the penultimate paragraph of Notification No. 997-F(P2) dated 13.03.2026 read with Notification No. 1909-F(P2) dated 29.05.2026, has decided to release 50% of the estimated arrears of DR for the period 2008 to 2019, to the Pensioners/ Family Pensioners drawing their Pension/ Family Pension from different Banks in KMC Area.
- The computation of such estimated DR Arrears would be based on the details provided by the Accountant General of West Bengal, DR rates notified by Finance Department during ROPA 2009 cycle from 01.04.2008 to 31.12.2019, and DR as per AICPI (100% neutralization).
- A dedicated Bank Pension Management Portal has been developed under WBiFMS for this purpose by the State Government, The concerned Banks shall verify and update the particulars of the Pensioners/ Family Pensioners pertaining to their Bank in the Bank Pension Management Portal, and, thereafter, immediately disburse the above mentioned sum as derived from Bank Pension Management Portal into the Pensioner/ Family Pensioner Bank Account without any delay.
- Further, the Banks shall provide the validated details of all past pension disbursements made to Pensioners/ Family Pensioners by their Bank for any duration during the ROPA 2009 cycle from 01.04.2008 to 31.12.2019 for computation and disbursement of the residual DR Arrears to all eligible Pensioners/ Family Pensioners at the earliest. The modalities of payment of the residual DR Arrear amount will be notified separately in due course.
