NOTIFICATION
Sub.: Authorization to the Director, Directorate of Pension, Provident Fund and Group Insurance, West Bengal to credit interest into GPF Accounts of Group-‘D’ employees of the State Government and Procedure thereof.
In terms of Finance Department’s Notification No. 734-F[J], dated 28.2.2018, an on-line GPF module in IFMS for the Group-‘D’ employees of the State Government has been rolled out with effect from 01.04.2018 for better management of their GPF Accounts and necessary instructions have been laid down in the Notification ibid for recording the GPF balances standing at the credit of the GPF Accounts of the Group-‘D’ employees in IFMS.
Accordingly, the Government of West Bengal has empowered the Director, Directorate of Pension, Provident Fund and Group Insurance, West Bengal [DPPG,WB] to maintain the GPF Accounts of the Group-‘D’ Employees of the State Government with effect from 01.04.2018.
The Governor is now pleased to lay down the following guidelines for drawal of interest accrued on the fund accumulated in the GPF Accounts of Group-‘D’ employees and credit it into the GPF accounts of the subscribers concerned:
(a) For subscribers in respect of whom the Final Payment Authority of GPF has been issued by DPPG,WB:
DPPG,WB will generate the Interest Transfer Credit Bill in TR Form No. 43 within the 10th of every month for the subscriber whose Final Payment of GPF has been drawn during the preceding month on the basis of Final Payment Authority of GPF issued from DPPG.
(b) For running subscribers:
i. DTA, WB will send the confirmation report to DPPG,WB on closing of yearly accounts.
ii. DPPG, WB will close the year in on-line GPF module and generate the Annual Interest Transfer Credit Bill in TR Form No. 43 for all running subscribers whose opening balance as on 01.04.2018 was approved by DPPG, WB and submit the bill at the Pay and Accounts Office-Ill in which the DDO of DPPG, WB is attached.
iii. The Interest Transfer Credit Bilis shall be drawn by the DDO of DPPG, WB by debiting the amount from the Head of Accounts “2049-Interest” and crediting the same to the Head of Account “8009-State Provident Fund”.
iv. On completion of drawal of Interest Transfer Credit Bill, the interest will be credited to the subscriber’s GPF account and the Annual Statement of GPF Account in respect of the subscriber for the preceding Financial Year shall be made available in IFMS.
This order will take immediate effect. Necessary amendments in ‘The General Provident Fund [West Bengal services] Rules’ will be made in due course.
