Dear Mr. Acharya,
There is a no question of taking it otherwise. I am thankful to you for informing the sorry state of Para Teachers. I have also heard from other sources that a PT has to take responsibility same as that taken by a regular teacher. They do same amount of works but at lower expenses. Attendance does not indicate regular appointment. If it is a regular payment attendance should be maintained irrespective of the fact that whether he is appointed on regular basis or not. Even the casual labourers engaged on contract basis for longer period have their Attendance Sheet maintained and checked before monthly payment. PTs have no retiral benefits like regular teachers because it’s a contractual appointment. They have no Service Book maintained in the school as they are appointed on contractual basis. That’s why I am telling their contractual service as PT shall never be counted if they are appointed in any other service on regular basis, as per Govt. rules which are applicable for contractual and ad-hoc appointment. Every thing is fishy for them in contrast to the regular teachers. This is the harsh reality!
With regards.November 3, 2012 at 3:50 pm #75131AnonymousInactiveAs per the Education Dept. Notification No. 79-Edn. (s) Dated, Calcutta, the 28th Jan., ’94 in relation the the school teachers:
“13. Lien:
(1) A teacher or non-teaching employee of an institution on confirmation in a permanent post shall acquire a lien on the post.
(2) Such teacher or non-teaching employee seeking permission to serve in higher post in another recognised institution or college within West Bengal or to accept other service within West Bengal where teaching experience is essential, may be granted extraordinary leave, referred to in rule 12, without pay for a period, not exceeding two years, with permission to retain lien.
(3) The lien shall automatically terminate if such teacher or non-teaching employee—
(a) is permanently absorbed in his/her post in the other institution,
(b) leaves the post for which the lien was granted, or
(c) does not return after completion of two years, whichever is earlier.
Note:- Conditions relating to the filling up of such deputation vacancies shall apply if consequential vacancies are filled up and the teacher or the non-teaching employee, appointed to the post so vacated temporarily shall forthwith have to quit in the event of the holder of line reverts.”

But I have heard lien is granted ONLY to those Asst. Teachers who are appointed as HMs in other Schools through SSC!

The payment of the teacher against the post on which he gets LIEN, will be stopped and the teacher will be allowed an EXTRA-ORDINARY LEAVE ( i.e. a leave without pay ) for this period of absence ( i.e. max two years ).Dear friend,

As regards the grant of lien to school teachers I have two questions:
(1) Whether an Asst. Teacher who joins the post of Asst. Teacher in another school through another SSC selection is eligible to get lien on the previous post in old school for two years while working! (This was the only way to change school before introduction of Mutual Transfer Scheme).
(2) I was a lienee for 3 years (2+1) in a central govt. organisation due to change of job but, I have not heard of sanction of Extra Ordinary Leave to a lienee in Govt. organisations. Obviously, the lienees get pay ONLY for the new post to which he is appointed. That’s why it is not clear to me why is there a provision for grant of EOL to a teacher who is permitted to hold lien in previous post!
