Governor is pleased to prescribe the following guidelines for implementation of e-Payment in the State Government Offices:- e-Payment is Mandatory for all types of Government Payments.
Finance
The functions of the Finance Department are performed through 5 (five) branches, namely, Audit, Budget, Revenue, Internal Audit and Institutional Finance.

Grant of Ad-hoc Bonus to the Contractual IT Personnel, 2020-21
Any contractual employee having rendered at least six months service during the year after being brought under the purview of Notification No. 192-IT dated 16.10.2020 shall be eligible for Ad-hoc Bonus for the year 2020-2021.

Submission of Pension Cases to AG(A&E), WB with proper Stamp
During the scrutiny of pension cases received from different Pension sanctioning Authorities (PSA) it is noticed that some of the cases are being sent under the signature of PSA but without proper stamp/ seal.

Introduction of Financial Adviser in different Departments
Render advice on all financial matters including procurement proposals which would otherwise have required concurrence of the Finance Department.

Incorporation of Deduct Recoveries Heads of Account in GRIPS
Governor is pleased to include the facility for receipts under deduct recovery heads for recovery of overpayments pertaining to all departments under a new service Recovery of overpayment in GRIPS.

Implementation of HRMS-IFMS for Payment of Wages
Payment of wages for contractual engagement shall have to be paid from detailed head 02-wages irrespective of the engagement being made on daily rated, consolidated or in scale linked.

e-Services for Employees of Universities/ Colleges/ Grant-in-Aid Institutions
Extension of ‘e-Services for Employees’ (eSE) facility to teaching and nonteaching employees of Universities, Grant-in-Aid Colleges and employees of other Grant-in-Aid Institutions, drawing their Pay Bill through HRMS submodule of WBIFMS, West Bengal.

Final Payment of GPF on Retirement – Forwarding to AG Office
D.D.O’s and Heads of offices are requested to forward all the final payment cases of the retiring employees to the A.G. Office immediately after compulsory stoppage of G.P.F. subscriptions.

List of Participating Banks in GRIPS on IFMS Platform
List of Participating Banks to accept payments of Government Revenues and Deposits – both online and off-line (Over the Counter) through GRIPS.

DA and HRA to directly appointed to Group ‘C’ Employees
Governor has been pleased to decide to allow admissible DA and HRA with effect from 01.07.2017 to the employees directly appointed to Group ‘C’ posts.
