CAN A HEADMASTER TAKE THIS CHANCE? IN WHAT PROCEDURE HEADMASTERS” PANEL WILL BE MADE? CAN HE APPLY WITHOUT CONSULTATION WITH THE SECRETARY? IF SECRETARY IS DISAGREED TO RELEASE HIM WHAT HE WILL DO THEN.
