Guidelines for submission of proposal for financial grant for construction of Building & other Civil Infrastructure of Govt.-aided Colleges for the current financial year, i.e., 2014-2015 for expeditious release/ utilization of Budget Grants.
All the participating Institutions are directed to submit the ‘SEAT MATRIX’ as per the specified “FORMAT” within the 06th. June, 2014 so as to enable the Directorate to prepare the necessary ‘Seat Matrix-2014’ for onward communication to the Joint Entrance Examinations Board.
Reservation applicable to each reserved category (SC-22%, ST-6%), shall be in commensurate with the overall number of seats being increased in each course/ faculty. For OBC-A (10%) and OBC-B (7%) seats, implementation will be done over a six year period commencing from 2014-15.

All Principal/Officer-in-charge/Teacher-in-charge of Government and Government-aided colleges of the state are advised to implement the total percentage of reservation i.r.o the Scheduled Castes (22%), the Scheduled Tribes (6%), the Other Backward Classes Category “A” (10%) and the Other Backward Classes Category “B” (7%).
To improve the functional efficiency, total working jurisdiction of Public Works Department over the state will be split in three zones namely North Zone, West Zone and South Zone headed by Chief Engineers.
No elected representative like Municipal Commissioner, Councilor of Municipal Corporation, any elected member of three-tire Panchayat System or GTA, MLA or MP is entitled to issue Residential/ Domicile Certificate.
Only Rs. 22000/- was decided as admission fees for each student-teacher taking admission into two year B.Ed course through ODL mode. Violation of the above scheduled fee-structure will be viewed seriously.
All such post/ engagement and in particular the post of Vice Principal in any college as mentioned be abolished forthwith excepting in recognized minority colleges.
