Name of the Programme: Provision of Sports Equipment to Schools

Background:

Govt. of West Bengal has already introduced Physical Education as an elective subject in H.S level.

In Secondary level, Physical Education as a subject is going to be compulsory by the next year. There are at least 14000 teachers who are engaged to deliver this subject at the school curriculum. On the other hand, the State has a statutory body to promote Games and Sports at the school level which is called as West Bengal State Council for School Games & Sports (W.B.SCSG&S). The said Council is mainly entrusted with the assignment of conducting Games and Sports competition at Sub-Divisional level, then District level and at least State level. It forms State Contingents of at least 110 Games & Sports every year and send them to participate in National Games. Thus the students having special interest and capacity in different games & sports, are drawn from school level. But the scenario at school level- availability of ground, sports equipments and trainers is very grim. Emphasis on sports activities in school curriculum means to lessen drop-outs, enhancing participation of first generation learner and discovery of talent among the children who could have lost in oblivion in monotonous teaching learning process. Promotion of Sports and games activities in school means to create larger scope for making youths physically fit and mentally alert and bringing about future citizen bodily sound and free for illness. But the fact is that the school is not having proper equipment in practicing any event in sports. However, considering participation of more number of students in sports and games, the State has proposed to provide support to 100 schools this year under RMSA finding AWP&B 2014-15 has already sanctioned an amount of Rs. 20 lakh for providing Rs. 20,000/- per school for 100 schools for purchasing sports equipments of standard quality.

Objectives of this Activity

  1. To promote sports and games in school curriculum.
  2. To lesser drop-out rate in Secondary level.
  3. To search out rural talents in this field.
  4. To prepare schools for undertaking different events in sports.

Basic Premises in this programme

A) Since sports & games have been considered a large area of action, we should concentrate our resources only on two or three areas wherein equipments are necessary for continuing sports & games. Thus we may prepare a structure of these events along with necessity of equipments for conducting the same regularly.

C) District Officer of Physical Education & Youth Welfare (DOPE&YW) of each district will be the nodal officer for selection of the schools in consultation with D.I/S (S.E) of the concern District.

D) A District Level Committee will be formed to implement the programme.

E) The Committee will perform the following activities :

  • To Select the schools as per quota of the District.
  • To identify the sports items which will be favored by this funding, for each school.
  • To purchase equipment of standard quality.
  • To hold meeting& train the concerned Physical Education teachers for better utilization of these equipments
  • To check and monitor the school activities before and after purchase and supply of the materials.

F) Fund will be placed in the account of District Council for school Sports & Games and the General Secretary of the said council will be liable to give utilization certificates immediately after implementation of the programme.

G) Budget Provision

  • Total cost of equipments @ Rs. 20,000/- per school for 100 schools = Rs. 20,00,000/-
