Friends may enlighten us or ask questions in this regard. I think this discussion should continue for the welfare of our youth.
One point i would like to add here. There is no university namely “Vinayak Missions University” recognised by UGC. There is a deemed university namely “Vinayak Mission Research Foundation” at Salem, Tamil Nadu. You may confirm it via UGC official website. Therefore, no degree awarded by “Vinayak Mission’s University” is valid for Govt. jobs since “University” is a statutory term and cannot change its name without taking proper legal measures (Amendment of the Act, Affidavit etc.). Please keep in mind there are people who sell “education” like any other commodity. They do not bother about the future of the students. Beware of them. Can any one tell me that is EIILM UNIVERSITY of Sikim approved by UGC ? Is there any study center in north 24 Parganas of West Bengal ? Can anyone give the list of study center of that university ?

sorry for answering late. EIILM is a private university established by an Act of Sikkim Govt. UGC visiting team did not submit report till date in this respect. But as i said earlier this process takes time. Private universities cannot open study centres. There is no study centre of any university of other state, present in west bengal.

The said Act shall be passed either by the State Legislature (in case of state universities) or by the Parliament (in case of central universities). For example “The Calcutta University Act, 1981” was passed by the West Bengal State Legislature thus C.U. is a state university. In the same way the Act of “Visva-Bharati” was passed by the Parliament thus it is a central University.
In case of private universities the concerned acts are passed by the state legislature where the university is situated. But Govt. does not bear any financial liability for such private universities. No university can be established by-passing the Govt. or Legislature. Private universities cannot offer off campus or off shore course. Vide “UGC (ESTABLISHMENT OF AND MAINTENANCE OF STANDARDS IN
PRIVATE UNIVERSITIES) REGULATIONS, 2003”
When the Act is passed by the legislature the university starts functioning and applies to UGC for recognition and gets it in due course.
In the Act of a certain university a territorial jurisdiction is prescribed.
Deemed University status is conferred by the Ministry of Human Resource Development, Govt. of India and not by UGC. They are not full fledged universities. They can offer undergraduate or post graduate degrees but cannot affiliate colleges. You may recall Bengal Engg. College (DU). The Bengal Engg. College (DU) became a university when west Bengal Legislature passed the “Bengal Engg. And Science University, Shibpur Act” in 2008.
A few more things is to be recalled here:
NCTE recognition is a must for any teacher education degree such as B. Ed., D. El. Ed. Etc.
AICTE approval is must for technical degrees.
Study centres cannot be franchised.
NO APPROVAL FROM ANY OF THESE BODIES CAN BE TAKEN INTO ACCOUNT IN LIEU OF THE APPROVAL FROM OTHER.

Today (7/08/2012) the cover pages of more than one leading newspapers carried a full page advertisement about inauguration of ‘Techno India University” by our Hon’ble CM. It carried the national emblem and the name of a deptt. of the Govt. of West Bengal also.
Keeping in mind the knowledge shared by our fellow members in this forum, as quoted above, I raise the following questions. I urge all the members to kindly enlighten me about these question. Thanking in advance.
Q-No.-1: When did the bill regarding this University got passed in the Assembly/Parliament? Under what name the Act was notified?
Q-No.-2: If the bill has not been actually passed/enacted is it not unfair to run such prominent advertisement associating a private educational entity with the term University?
Q-NO.-3: By the looks of the advertisement, it seems that it has been published at the behest of the private entity (I may be completely wrong in my assumption here but for the sake of knowledge I proceed to ask.). If so, is it not unfair to use the name of a Govt. Deptt. as if, they are endorsing the advertisement? Can a Private body use the National Emblem (The Ashoka Stambha’) for their own gain? Here lawyer friends in this forum may pitch in.
Q-No.-4: What action Govt must take to avoid recurrence of such misleading advertisement? Here I am actually requesting some suggestions from members, assuming this advert piece was really misleading. 2) If it is not illegal, it is unethical I think.
3) Probably you are right. It is a publicity stunt in my opinion. You may have noticed this Govt. in some cases acts like a private Govt (PPP Model).

The report of the Expert Committee that visited the EIILM University on 15th & 16th March,2008 was approved by UGC on the 17th April,2008 and, the same was communicated by the Dy. Secy., UGC to the Registrar, EIILM Univ. under letter no. F9-19/ 2007(CPP-1) dtd. the 2nd May, 2008. See the documents from the following link:
