The fundamentals of pay rules for the central govt. and the state govts. almost remain the same. The Central Govt. formulate the mother rules and regulations which are generally followed by the states in subsequent stages, with some modifications as are required to make them suitable for effective operations in the existing situations of the states. Pay scales are always linked with the posts carrying different levels of duties & responsibilities. Otherwise there is every possibility of defeating the interest of an employee, which may amount to violation of Article-14 of the Constitution which envisages EQUAL PAY FOR EQUAL WORK.

I have gone through all the correspondences and now found myself rich in knowledge and understanding of rules. Dr. Majumdar has taught us how to apply the rules with reference to their inherent power and spirit. Now I understand the basic concepts of introduction of pay scales for different posts!
