Here is the Techno India University, West Bengal, Act, 2012. I will try to upload an act of a state university so that the difference (especially in the territorial jurisdiction, where the prof. yash pal vs state chhatisgarh case matters) could be conceived easily. Hope this will be of any use.

The matter related to the operational jurisdiction of a state aided or Pvt. University has already been discussed in detail by Dr. N. Majumdar, with citation of UGC views.

A University formed under state legislature can operate within the territirial jurisdiction of that particular state. A Pvt. University can neither affiliate a college nor can it open a study centre outside its campus if not permitted by UGC.
But, from your post on the Notification of establishment of Techno India University in Kokata I have found nothing new. It’s mere an example of a first-ever Pvt. University in WB! Actually i thought people may have little idea about university act and i did not know if the entire act of any private university in india is available over internet. Therefore, i uploaded the said act with a misconception that this might be helpful for others, apart from the discussion. Now that misconception is gone. Even people in block level services knows university acts better than i.

Now I think I should clarify why I uploaded Techno India University Act. For 3 reasons:
1) In my personal experience I have seen most of the people do not even know that a university has a territorial jurisdiction. They may get enlightened after going through the Act.
2) Youth of our state face various problems regarding recognition of the degrees they acquired from universities of other states (especially from private universities). In some cases we cannot find the concerned university act passed by the legislature ( i.e. vinayak mission’s university, salem, tamilnadu). I thought if the act is available in our forum students may download, print and produce it if they face such problems, when they go for a job in other state.
3) Private universities often violate norms and their students suffer. Education is only a profitable business for them. I just wanted to show our members that private universities have larger territorial jurisdictions than state universities (you may know why) by uploading a state universities act as well.

Because we the members of this forum do not make Act or rules, we only download and supply and, thus claim credit! Sometimes we think ONLY I am the person who knows it while others are ignorant! We take ill of it when we see there is someone who knows it better than me! This is the age of RTI and, everybody has right to know the govt. rules, Acts etc and, therefore, those are uploaded to the official websites by the govt., semi-govt. and non-govt. organisations.
